Job Specifics

Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 52.6 transfer.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Duties Description Under the direction, supervision and guidance, or with consultation, of Labor Relations management, the incumbent will independently perform a wide range of duties in the administration of the Labor Relations program. Duties include, but are not limited to:
• Responsible for all labor relations activity in a geographic grouping of programs, offices and/or youth residential facilities, which includes employee discipline, agency level grievance administration, local labor/management activity, assist with health and safety activities, assist GOER staff in preparing the state’s case at improper practice hearings before the Public Employment Relations Board (PERB), conduct disciplinary proceedings.

• Serve as a resource for program managers and supervisors concerning contractual interpretations, disciplinary matters, policy and procedure interpretation, administration of contract provisions and local labor/management issues.

• Provide advice and assistance to program managers and supervisors to ensure proper interpretation and administration of contract provisions.

• Review discipline investigations, including time & attendance matters and make recommendations on appropriate corrective action.

• Responsible for special projects and agency level labor/management committee assignments.

• Act as the liasion with the legal office on issues involving employee relations activity, including litigating: disciplinary matters, grievance determinations, Anti-Discrimination Investigations Division and Division of Human Rights complaints and IG’s office determinations.

• Present and/or assist in the presentation of counseling and discipline training for supervisors, managers and Supervisory Institute.

• May supervise lower-level staff.

Background Investigation Requirements:

Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
