• Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

Duties Description The Office of Property Supports and Emergency Services is a centralized support office whose mission is to provide a standardized team approach to the management of the Physical Plant Maintenance, Capital Services, Safety & Security, Fire Safety, Emergency Maintenance, Environmental Services, and Food Preparation. Under the direction of the Director of Capital Services, the incumbent will manage and direct the development, implementation, and oversight of Broome, Central NY, and Finger Lakes DDSO's capital construction activities, code activities, and regulatory compliance activities related to the architectural design and management of the buildings and programs for the agency.

Duties include but are not limited to the following:

-Provide management oversight for the planning, design, and construction of both new construction and rehabilitation ranging from major facilities to small residential structures.
-Provide space planning for acquisition and renovation of new facilities and existing facilities for both State owned and state operated sites.
-Provide campus planning for campus renovations and campus consolidation.
-Supervise subordinate architectural personnel and coordinate architectural activities with other specialties involved in the design and construction of building projects.
-Maintain code compliance for all projects and activities to ensure that all facilities are built and maintained per NYS Uniform Code and NFPA 101 Life Safety Code for residents' health and safety.
-Provide code management and code interpretation for all agency programs and activities.
-Manage the construction permit process for facility in-house building projects.
-Serve as the NYS Certified Code Enforcement Official for the Agency. Training provided. Conduct field visits and inspections, as required to
investigate code compliance, complaints, or emergency conditions, and provide on-site technical advice.
-Coordinate and manage activities with other state agencies related to OPWDD program activities including the NYS Department of Health, NYS Department of State, NYS Department of Labor as well as coordination with federal government Center for Medicare and Medicaid services (CMS).
-Responsible for occasional work in the NYS Emergency Operation Center in Albany during a natural disaster will be expected, which may include
modified work hours as needed.
-This position requires occasional travel throughout the State of New York to provide technical support to other Office of Property Supports and
Emergency Services bureaus and as needed for capital construction project oversight. Travel may fluctuate seasonally, and most of the travel will
be during, but not necessarily limited to, the typical construction season. Appointees to this position are required to have a driver's license valid in
NYS to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job.

Please note, the posted Hiring Salary includes the sum of the statutory hiring rate for Grade 24 $88,639 along with any special salary treatments in
effect for this position in this location, such as Geographic Differential $7,000.
