Job Specifics
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
One year of permanent competitive service as an Information Technology Specialist 3 (Programming) or Information Technology Specialist 3.
Duties Description This position is a backfill within the Sector A Business Solutions section. The incumbent will be responsible for maintaining, updating and overseeing the Justice Center’s Criminal Background Check application, BEAST software, Windows application servers & Access applications.
Duties Description:
The selected candidate will be responsible for oversight of an application development unit at the Health and Human Services (HHS) – Sector A, which supports the Justice Center’s Criminal Background Check (CBC) application and the HHS Portfolio’s BizTalk middleware that is used to facilitate messaging between the JC, Office for People with Developmental Disabilities (OPWDD), Office of Mental Health (OMH), the Office of Alcoholism and Substance Abuse Services (OASAS), and the Office for Child and Family Services (OCFS). The CBC application is a fingerprinting application used to process criminal background checks on individuals seeking employment in any of the 1,900 providers under the auspices of the JC including OPWDD, OMH, OASAS, and OCFS and to notify providers when a previously fingerprinted employee is arrested after their initial screening. The CBC is a web application built on the .Net platform that is integrated with a third-party vendor, which supplies New York State with fingerprinting services. Duties will include, but are not limited to:
• Create and implement detailed design specifications for enhancements to the CBC code base.
• Assist with and provide oversight for CBC coding, testing and debugging activities to ensure accordance with design specifications, agency standards and test plans. When necessary, the selected candidate may be required to perform some amount of ASP.Net/VB/C# coding.
• Refine and implement high-level conceptual designs including the designs for common business objects.
• Design and develop ad hoc reports and data extraction processes from the CBC reporting subsystem.
• Assist with and provide oversight for compliance activities including code and test result reviews to ensure that standards are being followed.
• Development of a training plan for training new IT staff on .NET programming standards.
• Diagnosing and troubleshooting CBC issues, including interface issues with the state fingerprinting service vendor, to ensure fingerprint screenings are provided in a timely manner.
• Execute and refine high level plans to accommodate software and hardware maintenance activities, including remediation, software upgrades and enhancements.
• Assist with and provide testing for upgrades to the CBC infrastructure, which includes the ASP.NET/C#/VB.
• Diagnosing and troubleshooting application problems as they occur to minimize application downtime. This may require working directly with the application developers and infrastructure supports staff to troubleshoot and resolve problems.
• Stay abreast of industry technical and development trends and remain current with standards.
• Provide status reports to the Unit Managers and the Project Management Office.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
