Job Specifics
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required Experience: Eight years of experience** in building construction, which must have included at least two years of managing multiple building construction projects AND experience managing building construction projects that include responsibility for three or more of the following areas:
• construction planning
• cost estimating
• project scheduling
• material purchasing
• resource management (including labor, material, and equipment scheduling)
• contract document reading and interpretation.
One year must include supervision of subordinate staff.
**Applicable degrees in related fields may substitute for experience as follows:
• Associate’s degree: two years of required experience.
• Bachelor’s degree: four years of required experience.
• Master’s degree: five years of required experience.
• Doctorate degree: six years of required experience.
OR
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 25 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
Duties Description • Supervise a team of Building Construction Program Managers and Project Managers.
• Accurately track progress on all open projects.
• Assist the BCPM 4 with the annual PM/R&I plan and Capital Budget Request.
• Present solutions to any problems encountered using Construction Management skillset, following code standards, and abiding by OGS policy and Statewide procurement policies.
• Coordinate and guide building construction projects through planning, design, construction, Information Technology Services (ITS), furniture purchase/installation and tenant occupancy.
• Serve as the focal point for all primary communications responsible for disseminating information, identifying problems, and ensuring timely decisions are made to keep projects on schedule and within budget while meeting clients’ needs.
• Required to plan, schedule and coordinate projects from inception to completion to ensure that required work is completed within acceptable time and cost limitations, prepare detailed statements of the assignments of all project participants, and draw up schedules and plans of operation for projects in close consultation with planners, architects/engineers, construction staff, ITS, client agencies, and other project stakeholders.
• Regularly record project activities/progress by providing updates in the OGS Computerized Maintenance Management System (CMMS).
• Regularly inform OGS upper management with project status, successes, accomplishments, challenges, and recommendations to problem resolutions.
• Determine the appropriate method to execute the construction phase of projects based on available in-house resources, contracted labor, procurement of prime contractors, nature of a particular element of work, availability of existing “backdrop” and Design & Construction contracts, or any combination thereof.
• Provide specific materials information for the procurement of goods and services required for the projects.
• Perform a full range of supervisory duties.
• Perform other duties as assigned.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
