Job Specifics

Duties Description The New York State Archives, Government Records Services Division seeks candidates for the position of Archives and Records Management Specialist 4 (ARMS 4). This position will be filled in either Albany or Syracuse. The ARMS 4 will be responsible for management and oversight of the State Archives Local Government Advisory Services, leading efforts to assist New York State’s 4,400+ local governments in developing a comprehensive records management program. Reporting to an Archives and Records Management Specialist 5, the duties of this position include, but are not limited to, the following:

• Manage and guide the Local Government Advisory Services unit, including the LGRMIF grant program. Create and implement policies and procedures.
• Collect and analyze data to measure the performance and effectiveness of local government electronic records programs and identify areas for improvement.
• Guide the implementation of electronic records programs and services for local governments.
• Supervise six ARMS IIIs, including two remotely, and two ARMS II, who provide direct records management and grants advisory services to local governments Create annual performance plans and evaluate each employee.
• System Administrator for Nutshell Customer Relations Management (CRM) system.
• Serve as a member of the New York State Archives’ Executive Council.
• Serve as a member of the New York State Archives’ Digital Records Infrastructure Team.
• Serve as liaison with the document imaging vendor community.
• Establish a working relationship with the New York State Local Government Information Technology Directors’ Association (NYSLGITDA) and serve as State Archives liaison.
• Oversee the Archives program of records management publications, training materials, and web content.
• Serve on State Archives cross-cutting teams.
• Assists in the development of the State Archives strategic plans, coordinate services across program functions where appropriate, and identify program resource needs.

Minimum Qualifications MINIMUM QUALIFICATIONS:

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Archives and Records Management Specialist 4.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated salary grade 24 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent competitive or 55b/c service as an Archives and Records Management Specialist 3. Provisional candidates must take the examination for Archives and Records Management Specialist 4 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT:

This position may be filled in either Albany or Syracuse. This will be a permanent, competitive appointment, or a temporary provisional appointment. Provisional candidates must take the examination for Archives and Records Management Specialist 4 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $121,360 based on annual performance advances.
