Job Specifics

Duties Description Develop and negotiate contracts awarded pursuant to Invitation for Bid (IFB), Request for Proposal (RFP), sole/single source procurements, and other related financial documents.

Handle more complex procurements including RFQ's under OGS IT Umbrella Contracts and higher dollar value open market procurements for goods and services (equipment, supplies, software, training, etc.)
o PRC code request & reporting
o NYS Contract Reporter advertisement
o Insurance verification
o Obtain all required vendor paperwork and documentation

Review proposed contracts for fiscal and programmatic correctness, adherence to State policy, compatibility with agency programs and goals, availability of funds and appropriateness of rates.

Develop cost and technical evaluation instruments. Conduct cost and technical evaluations and prepare reports and recommendations.

Review procurement records to ensure that all applicable laws, rules, and regulations are adhered to and that the proposed contracts represent the best value.

Review and resolve budget modifications and contract amendments. Determine the impact on the contract and ensure continued compliance with applicable regulations.
Draft written responses to appropriate parties on contract awards and contract status.

Follow-up on proposed contracts throughout the approval process with internal reviewers and external approval agencies such as the Office of the Attorney General and the Office of the State Comptroller.

Provide guidance to agency staff on the evaluation and selection process for various procurement methodologies to help prevent bid protests by unsuccessful bidders.
Develop and maintain an effective working relationship with program and administrative organizations.

Document and resolve problems identified by agency staff or vendors with assigned contracts, RFP's, IFB's, sole/single source procurements or other related financial documents.
Monitor voucher payments for assigned contracts, ensuring that voucher audits are conducted in a manner that will result in contractual payments that conform to the terms and conditions of the contract.

Respond to Freedom of Information Law (FOIL) requests for bids and other contract requests. Respond to audit inquiries for bids and contract information.

Monitor and ensure compliance with the agency Minority and Woman Owned Business Enterprise and Service-Disabled Veteran Owned Business programs. Including establishing goals pursuant to assigned contracts.

Ensure vendor compliance with Equal Opportunity Employment (EEO)rules, including obtaining required reporting from agency vendors for submission on a timely basis.

Vendor responsibility review & signature approval.

Prepare & submit B-1184 costing & justification.

Prepare & submit MWBE & SDVOB in-year exclusion requests.

Assist with monitoring shared Purchasing mailboxes; Assist Troop and field personnel with purchasing questions, issues, & requests.

Minimum Qualifications Bachelor's degree

OR

One (1) year satisfactory completion of permanent service in a title allocated to SG-14 or higher with Finance, Purchasing, or Accounting responsibilities.

OR

An Associates degree AND two (2) years' experience relating to the subject position.

OR

At least two (2) years of post-secondary education AND two (2) years' experience relating to the subject position.

Preference will be given to candidates with a bachelor's degree with at least 24 credit hours in accounting, finance, or business.
