Job Specifics

Duties Description Duties for this Senior Transportation Analyst include, but are not limited to:

• Provide strategic program and project support, including the development and review of reports and studies;

• Analyze and recommend changes in program policies and project applications;

• Provide technical assistance and training to NYSDOT staff and external sub-recipients on program policies, procedures, and applications;

• Oversee technical assistance program for service planning and regionalization efforts by rural providers;

• Oversee review of applications received against defined eligibility criteria; review funding, project, and scopes for consistency with Federal, State, and programmatic rules and regulations;

• Assist with compiling application recommendations documenting selection methodology;

• Perform routine mathematical operations and analyze and interpret data, including tables, data sets, and other statistical information;

• Attend hearings, conferences, and meetings and make presentations about transportation studies and issues;

• Analyze project and program accomplishments related to specific transportation system goals and objectives;

• As needed, review and recommend approval of payment requests based on approved scope of work, provision of satisfactory documentation, and in relation to project milestone attainment, ensure the requests contain required documentation and information;

• Respond to inquiries/correspondence from grant recipients regarding State and federal policy, NYSDOT programs, funding status, or other project specific information;

• Assist in developing, implementing, and maintaining systems, procedures, and manuals in support of planning activities, reports, and projects for internal and external use;

• Summarize data, including manipulation of data and information, to show the effects of different or altered variables on funding, projects, plans, and proposal;

• Prepare findings for supervisors, including recommendations and alternatives, demonstrating the rationale for conclusions and recommendations in final format;

• Liaison to Office of Policy, Planning, and Performance as participant in other NYSDOT planning studies/initiatives (ex. NYS Transportation Master Plan);

• Coordinate and interface with external State and National partners (NYPTA, NYSERDA, CTAA, etc.) engaged in policy and technical assistance related to public transportation;

• Supervise and direct 2 or more staff to ensure job performance expectations are met, including but not limited to mandatory training, performance evaluations, and adherence to Department policies and procedures;

• Oversee and manage consultant staff engaged for PTB studies, research, and analysis; and

• Other duties as assigned.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.



Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service law. Must have one year of service as a Transportation Analyst.

Additional Comments Note:

• Telecommuting will not be allowed during the one-year probationary period. Telecommute may be available after probation, but is not guaranteed, and is subject to Bureau Director approval.

Although every effort will be made to coordinate in advance, candidates must have flexibility to travel with limited notice.
