Job Specifics

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Assistant in Educational Testing position in the Office of State Assessment. This Office is responsible for the development and statewide administration of all State examinations for elementary, intermediate, and high school students. Duties of this position will include but not be limited to the following:

• Provide information, technical assistance, and policy guidance related to State assessments to school personnel, professional organizations, State and federal governmental agencies, and the public as needed;
• Provide support for the development of assessments for English Language Learners (ELL);
• Monitor the progress of assigned examinations through the various development stages, including arranging consultant review, and reviewing items and examinations submitted by contractors
• Communicate with individual schools and districts by telephone, mail, and email to obtain, handle, store, administer, and score State assessments;
• Assist the Assistant Commissioner, Education Program Manager, and Supervisor in planning and carrying out routine tasks and in the supervision of subordinate professional and clerical staff who are engaged in handling and processing school requests for State examinations and in the accurate and timely distribution of NYS examinations to schools;
• Assist the field with Computer Based Testing (CBT) support;
• Monitor vendor activities and responsibilities for quality, timeliness, accuracy, and completeness and ensure the validity and accuracy of the NYS assessments; and
• Act as a liaison with the Office of Bilingual Education and World Languages and the Office of Special Education

Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Master’s degree AND two years of the qualifying experience OR possess a Master’s degree or higher in psychometrics, statistics, educational research, school counseling, guidance counseling, tests and measurement, or psychology, AND one year of the qualifying experience.

Qualifying Experience: Experience in a position in which the majority of your duties involved developing, analyzing, or constructing large-scale tests and/or large–scale scoring rubrics; administering various aspects of a large-scale testing program on a professional level, such as the review, analysis, and interpretation of test score data, the development, review and editing of examinations, test manuals, and other test materials; or reviewing or re-rating open-ended responses.

Non-Qualifying Experience: Constructing or administering tests for individual classroom or school district use is not qualifying. Experience limited to editing tests is not qualifying. Experience in Software testing is non-qualifying. Experience in the assessment of mental or physical health is non-qualifying.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Educational Testing.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
• Master’s degree AND two years of the qualifying experience OR possess a Master’s degree or higher in psychometrics, statistics, educational research, school counseling, guidance counseling, tests and measurement, or psychology, AND one year of the qualifying experience.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. This position will require 10% in-state/Statewide travel.

This position leads to a maximum salary of $101,197 based on annual performance advances.
