Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill an Engineer Trainee, NS, position assigned to the Administrative Support Services Group (ASSG), Bureau of Capital Operations. ASSG supervises and manages OMH’s capital planning and construction program, and provides direct technical assistance for physical plant operations and maintenance. Under the direct supervision of the Professional Engineer 1 (Mechanical), the Assistant Engineer (Mechanical) will be responsible for assisting in the comprehensive oversight of the Plant Operations & Maintenance program area for the Office of Mental Health (OMH). The incumbent of this position will provide technical direction to consultant resources and provide mechanical engineering guidance and direction to facilities planners, facility plant superintendents, and facility administrators on plant operation and maintenance issues impacting OMH facilities and the capital projects completed at these facilities.
Specific duties to be performed may include, but are not limited to, the following:
- Apply mechanical engineering knowledge and offer technical assistance and oversight to ensure contracts, projects, and construction planning comply with mechanical and energy efficiency industry standards.
- Provide engineering support to OMH facilities planners related to capital improvements to OMH mechanical systems and physical plant. Review capital construction project documents for accuracy and adherence to developed program objectives.
- Assist Professional Engineer in the management of the mechanical equipment maintenance contract program comprising of 180+ maintenance contracts with a total contract value of $100M.
o Develop detailed mechanical equipment list, maintenance schedules using industry standards and predictive maintenance, and contract work plans detailing the scope of work for the contract.
o Assist Facility Plant Superintendents and energy consultant team to review existing mechanical equipment, develop and/or verify equipment lists for all facilities including assignment of asset number, condition rating, make, model, serial number, location, etc.
o Develop and maintain individual preventive maintenance checklists and work plans for mechanical equipment. Collaborate with procurement unit to incorporate into contract bid documents.
o Conduct site visits to evaluate mechanical equipment condition to verify compliance with established preventative maintenance schedules.
- Act as centralized support for all OMH Facilities on the Four Rivers (TMS) Computerized Maintenance Management System (CMMS)
o Coordinate system activities with contract vendor.
o Review and approve vendor invoicing.
o Conduct field audits to verify equipment information including condition rating, make, model, serial number, location, etc. Identify preventive maintenance schedules for each piece of equipment. Work with CMMS consultant to ensure accurate schedule information is uploaded into the CMMS system.
o Ensure equipment lists align with active maintenance contracts.
- Manage Mechanical Systems and Building Condition Assessments in the ASSG Capital Asset Management System (CAMS)
o Work with facility Plant Superintendents in the management and updating to Mechanical System and Building Condition Assessment information in CAMS..
o Utilize FCI to inform and support Capital project development.
o Conduct site assessments with facility staff to evaluate and determine condition of physical plant assets including roofs, windows, mechanical systems, etc.
o Monitor Capital projects related to mechanical equipment upgrades and replacements, ensure equipment lists capture Capital Project related updates.
- Statewide travel to all Psychiatric Center locations will be required for this position.
Minimum Qualifications MINIMUM QUALIFICATIONS FOR APPOINTMENT TO ENGINEER TRAINEE, NS:
Transfer:
Candidates must be eligible to transfer via Section 70.1 of the Civil Service Law into the Engineer Trainee title by having at least one year of permanent competitive service in a qualifying title.
Open-Competitive:
In order to be eligible for appointment, candidates must have EITHER
A. A bachelor's degree or higher in engineering or engineering technology in one of the following fields: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
OR
B. Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) Exam AND one year of full-time experience in sanitary, public health or environmental engineering.
NOTE: Individuals appointed into the Engineer Trainee title will serve a 24-month traineeship that leads to Assistant Engineer (Environmental), Grade 20. To advance to Assistant Engineer (Environmental), you must pass the NCEES FE examination and successfully complete the requirements of the traineeship.
*Under the New York State Education Department guidelines, all professional engineers must practice only in their area(s) of competency or they may be subject to disciplinary action.
Individuals certified eligible for the 55b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law who also meet the minimum qualifications listed above will also be considered. Additional Comments The Administrative Support Services Group is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
