Job Specifics
Duties Description - Coordinates and oversees agency payroll operations within our 13 District Payroll Office.
- Certifies the payroll for submission to control agencies using appropriate internal control protocols to ensure that all payroll submissions are complete and prepared in accordance with applicable laws, rules and regulations.
- Analyzes payroll bulletins and other applicable guidance materials and ensure proper implementation/integration into agency protocols.
- Collaborates with statewide payroll officers to develop or revise payroll related policies and procedures.
- Monitors payroll operations and work with payroll offices to identify best practices and opportunities for improvement.
- Develops business processes, internal control procedures, staff training materials and tools needed to ensure the preparation of accurate and timely payroll submissions statewide.
- Reviews and responds timely to inquiries related to payroll processing, salary calculations and any other payroll topics.
- Conducts regular audits of payroll offices and report findings to management.
- Interprets and applies policies, rules and regulations issued by the Office of the State Comptroller, Department of Civil Service, and Division of Budget.
- Assists in developing consistent practices and procedures related to the many payroll functions that are key to the agency.
- Conducts agency training on payroll related topics.
- Prepares salary studies to advise management of the financial considerations of proposed actions.
Payroll Examiners function independently, without direct supervision of work procedures and priorities. Incumbents are considered technical experts in payroll processing and, when functioning as the payroll program supervisor, are the final point of review for all payroll actions. Their program operations are guided by legal provisions of various laws and negotiated agreements, control agency guidelines, internal agency payroll policies and procedures, and strict time frames for the completion and submission of payroll documents.

Minimum Qualifications Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.
OR
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
In the event that there is not a valid eligible list for this title in this location, candidates who meet the following promotion qualifications may be qualified for a provisional appointment. To qualify, candidates must have one year of permanent competitive or 55b/c service as a Payroll Examiner 3. If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list, before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
