Job Specifics
Duties Description The Public Health Field Services Representative 2 will be in the Bureau of HIV/ Sexually Transmitted Infection Field Services (BHSFS) within the Division of Epidemiology, Evaluation and Partner Services (DEEP) and will serve in the Capital District Regional Office. The incumbent will be responsible for providing training and technical assistance designed for disease intervention specialists (DIS) and other partner services staff within the State and local health departments (LHD) in the respective region(s) served by BHSFS. The incumbent will provide effective oversight of patient interviewing, documentation and case management activities to ensure that partner services interventions and data collection are implemented in accordance with program policy and public health law; establish and maintain on-going relationships with the Community-Based Organizations (CBOs) to provide technical assistance to CBO staff on the role of cross-sector collaborations with State and LHD partner services programs; monitor the promptness of HIV and sexually transmitted infection case assignments, data reports, and field work activities to identify improvement opportunities and training needs as assigned; coordinate continuous quality improvement efforts for State and LHD partner services programs in the regions served by BHSFS; develop regional reports and presentations; participate in workgroups and teams as assigned; represent the BHSFS, DEEP and the AIDS Institute; and other appropriate related duties as assigned.
Minimum Qualifications Permanent Transfer: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Public Health Field Services Representative 2, Grade 23; OR current NYS Department of Health employee with one year or more of permanent or contingent-permanent competitive service as a Public Health Representative 4, Grade 23 and eligible to transfer under Section 70.1 of the Civil Service Law.
Provisional: Current NYS Department of Health employee with one year or more of permanent or contingent-permanent, competitive service as either a Public Health Field Services Representative 1, Grade 18 or a Public Health Representative 3, Grade 25.
Preferred Qualifications: Master’s degree in Public Health or a related field. At least two years of HIV/STD related experience or knowledge in HIV/STD testing, partner services, prevention, and surveillance. At least one year of experience with program or project management. At least one year of experience in the coordination of continuous quality improvement activities. Contract management experience, including fiscal aspects. At least three years of supervisory experience.
Additional Comments Full-time, permanent or provisional, competitive position. Transfer candidates may be asked for the first four digits of their social security number to determine eligibility. Frequent and unanticipated travel, including possible overnights and travel to areas that may not be served by public transportation, will be required (30%). Candidates must have a valid NYS Driver's License or demonstrate they can meet the travel requirements for the position.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
