Job Specifics

Duties Description "The incumbent will serve as the Strategy Lead for the Bureau of Enterprise Architecture within the Division of Operations & Systems. The Manager will be responsible for the oversight of the Enterprise Architecture unit that is responsible for day-to-day functions of the state's Medicaid System. The incumbent will oversee the day-to-day operations of the Medicaid System and ensure the system is functioning as designed.
The Strategy Lead will have overall supervision of approximately 10 contractor staff, including responsibility of recruitment and training. The incumbent will be responsible for supervising the processes and actions of this team and ensuring they are providing timely responses to day-to-day operational questions and requests.
The Strategy Lead will perform fiscal agent oversight and collaborate with the fiscal agent to determine if process and/or system changes are needed to ensure stakeholders needs are being met. Duties will also include but are not limited to; analyzing the impact of proposed policy or legislation as they pertain the Medicaid System, preparing progress reports which describe project/portfolio status, developing alternate solutions to problems or process which work to satisfy customer needs, and evaluate process’ to ensure optimization of services and make BPI recommendations when and where appropriate. "

Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Manager Information Technology Services 1, G-27 OR NYS employee with one year of permanent or contingent-permanent service in a title at or above a grade 25 and eligible for transfer under Section 52.6 of the Civil Service Law.

Preferred Qualifications: Preferred candidate will have more than five (5) years comprehensive understanding of Service Oriented Architecture (SOA); More than five (5) years of thorough knowledge of Unified Modeling Language (UML); Three (3) months to less than one (1) year of experience understanding of ETL (Extract, Transform, Load); Between two (2) and five (5) years of Business Continuity/Disaster Recovery; Between two (2) and five (5) years' experience leading small teams (up to 49 staff).

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
