Job Specifics
Duties Description The Office of Mental Health is recruiting to fill a Project Manager 5, G-29, position in the Office of the Chief Medical Informatics Officer. Under the direction of the Deputy Director of Informatics, the Project Manager 5 will oversee the execution of project plans, ensuring alignment with organizational goals and compliance with regulatory requirements. The agency operates 24 Psychiatric Hospitals and ensures IT clinical systems meet all required health and safety needs is essential to OMH. The Project Manager 5 will also play an integral role in the Electronic Health Records (EHR) transformation project.
• Develop detailed project plans, timelines, and resource allocation strategies for the statewide EHR implementation.
• Facilitate communication and collaboration among key stakeholders, including healthcare providers, government agencies, and community organizations, to ensure project buy-in and support.
• Organize and lead regular stakeholder meetings to provide updates, gather feedback, and address concerns related to the EHR implementation.
• Implement change management strategies to promote acceptance and utilization of the new EHR system among end-users.
• Develop training programs and materials to educate staff on the EHR system’s functionalities, workflows, and best practices.
• Identify potential project risks and develop mitigation strategies to address them proactively.
• Monitor and report on project risks, issues, and dependencies, ensuring timely resolution and escalation as needed.
• Establish quality assurance processes to monitor the implementation of the EHR system, ensuring adherence to industry standards and best practices.
• Collaborate with compliance teams to ensure that the EHR system meets all regulatory requirements and data security standards.
• Develop and maintain key performance indicators (KPIs) to measure the success of the EHR implementation.
• Prepare and present regular progress reports to executive leadership and stakeholders, highlighting achievements, challenges, and future milestones.
• Oversee project team members, providing guidance, support, and performance feedback to ensure effective collaboration and project outcomes.
• Manage project budgets, ensuring optimal use of resources and adherence to financial constraints.
• Collaborate with NYS ITS, clinical, and administrative departments to ensure seamless integration of the EHR system into existing workflows and processes.
• Facilitate cross-functional teams to address technical challenges and enhance system interoperability..
• Gather and analyze feedback from UAT participants to inform necessary adjustments and enhancements.
• Foster a culture of continuous improvement by soliciting feedback from end-users post-implementation to identify opportunities for system enhancements.
• Stay updated on industry trends and advancements in EHR technology to recommend future upgrades and improvements.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as a Project Manager 5 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
