Job Specifics
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of a senior Contract Management Specialist, the Contract Management Specialist 3 will be assigned to the Vendor Sourcing and Management Organization (VSMO) within the Chief Strategy office and will oversee the P³ team, including the Purchase Requisitions (PR) and Purchase Orders (PO), P-Cards, and Policy & Compliance.
Duties include, but are not limited to, the following:
• Maintain a comprehensive knowledge of all relevant state regulations, rules, and laws governing the procurement and contracting process.
• Oversee the review of procurement records to ensure that all applicable laws, rules, and regulations are adhered to; pre-audit for PRs / POs, and post audit for P-card purchases.
• Maintain compliance with all VSMO and ITS internal policies and procedures.
• Provide documentation, as required, for Internal Audits related to procurements.
• Collaborate with the ITS Division of Legal Affairs (DLA) to maintain knowledge of all current procurement laws, rules, and regulations.
• Collaborate with all control agencies, including the Office of the State Comptroller (OSC), Office of the Attorney general (OAG), and Office of General Services (OGS), as necessary.
• Initiate and revise procedures and policies to address changes in the laws and regulations.
• Work with program staff regarding State Finance Law requirements and other laws that apply to the procurement of goods and services.
• Work closely with central offices, service owners, Portfolio Executives and Project Managers for all contracts, procurements, staff augmentation and fiscal/budgetary requests. Maintain a database of this information and prepare reports as needed.
• Provide guidance, technical assistance, and training as needed to ensure control requirements are met.
• Provide status reports to upper-level management as requested.
• Perform the full range of supervisory duties.
Minimum Qualifications Transfer: Open to NYS employees with one year of permanent, contingent permanent, or 55b/c service who are in a title SG-25 or above deemed administrative under Section 52.6 of the Civil Service Law; OR in a title approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.
Reinstatement: If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, there reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission.
Additional Comments Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
