Job Specifics
Duties Description Under the supervision of the Research Scientist 3 and the general direction of the Deputy Director of Public Health and Education, the Program Analyst 2 (Cannabis) provides critical support for both the Health & Scientific Affairs team and the agency at large conducting research and analyses to inform evidence-based policies and to evaluate those policies. The Program Analyst 2 (Cannabis) serves as a team lead for multiple projects, such as the development of regulatory packages, public education materials, or licensee guidance. The Program Analyst 2 (Cannabis) will support OCM management in implementing policy, regulations, and other process improvement projects along with supervising lower-level staff.
Duties may include but not be limited to:
• Manage projects to develop OCM policy on public health and safety issues, including conducting research into current evidence, using data to inform policy, and incorporating best practices to support policy implementation.
• Research public health policy options and make recommendations to leadership as to how to implement evidence-based practices in cannabis policy.
• Assist in planning, coordinating, monitoring and evaluating public health initiatives. This includes the development and maintenance of project workplans, as well as the identification and facilitation of barriers that may impact project timelines.
• Evaluate OCM policies, including their impact on public health and safety and policy implementation.
• Serve as a subject matter expert for cannabis-related health policy and outcomes.
• Serve as cannabis public health liaison with stakeholder groups, other governmental entities on a local, State, or federal level as well as other units within the Office of Cannabis Management.
• Supervise staff within the Unit and perform a full range of administrative duties related to supervision, record keeping, etc.
• Other duties as assigned.
Minimum Qualifications Seven years of experience* in a cannabis, industrial hemp, medical marijuana, agriculture, environmental, public health, public safety, or economic development analyst position where primary responsibilities were policy or programmatic quality assurance, regulatory compliance, and/or communications.
*Substitutions: a bachelor’s degree in economics, finance, agriculture science, horticulture, plant sciences, data analytics, urban studies, communications, public health, public safety, or a related field may substitute for four years of the non-supervisory experience. A master’s degree in the same fields as bachelor’s may substitute for an additional year of the non-supervisory experience.
Additional Comments NOTE:
• Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
