Job Specifics

Duties Description The Employment Services Manager plans, delegates, organizes, coordinates, and evaluates programs, operations activities, staff capacity-building, and services to the public. The incumbent applies and interprets agency policies, procedures, guidelines, and performance standards in conformance with federal and state laws, rules, and regulations to assure consistency in operations and optimal services to Career Center customers, employers, and the community. The ES Manager 1 ensures that all Career Center staff has access to timely, quality professional development and training opportunities.

Notes regarding position and salary: Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.

REASSIGNMENT QUALIFICATIONS:

An employee with one-year permanent competitive service as an Employment Services Manager 1, M-1 is eligible for reassignment to any location where a vacancy exists in the title.

An employee with less than one-year permanent competitive service is eligible for reassignment to a different geographic location only if the employee is reachable for appointment in the new location.


TRANSFER QUALIFICATIONS:

52.6 Transfer Qualifications: This position is designated administrative under Section 52.6 of the Civil Service Law and may be filled by administrative transfer under that section. To be eligible for transfer, candidates must have one year of permanent competitive service in a title Grade 23 or above designated administrative under Section 52.6 of the Civil Service Law.

70.1 Transfer Qualifications: Employees with one year of permanent competitive service as an Associate Employment Services Representative, SG 23, or an Associate Unemployment Insurance Hearing Representative, SG 23 may be eligible to transfer to Employment Services Manager 1 pursuant to Section 70.1 of the Civil Service Law.

PROVISIONAL QUALIFICATIONS:

You must be a qualified employee of the New York State Department of Labor and have had one year of permanent competitive or 55-b/55-c service as an Associate Employment Services Representative, Employment and Training Fiscal Auditor 2, Occupational Analyst, Senior Employment Consultant {Testing), Senior Employment Counselor, Supervising Labor Services Representative, Supervising Labor Services Representative (Chinese Language), Supervising Labor Services Representative (Spanish Language), Workforce Programs Specialist 2, Workforce Programs Specialist 2, or Workforce Programs Specialist 2 (Spanish Language) (formerly Workforce Programs Specialist 3 and Workforce Programs Specialist 3 Spanish Language). Only the titles listed are eligible for provisional appointment.


PREFERRED QUALIFICATIONS:

Ability to initiate and maintain relationships across a diverse set of stakeholders.
