Job Specifics

Duties Description Reporting to the Administration Unit’s leadership for the Office of Cannabis Management (OCM), the incumbent of this position will be responsible for performing a wide variety of administrative duties to support the unit in managing administrative, recruitment, and training needs for OCM.
Duties include, but are not limited to:
• Collaborate with NYS Office of General Services (OGS) Human Resources (HR) staff (personnel, labor relations) on recruitment, training, and employee issues for OCM.
• Coordinate with OGS Training management team when necessary.
• Oversee onboarding activities for OCM.
• Contribute to and analyze data collection and metrics for reporting.
• Collaborate with OGS HR on employment outreach activities for recruiting, including the use of LinkedIn, statejobs.ny.gov, and other applicable tools.
• Collaborate with OCM managers and supervisors to provide information to OGS HR as needed and share information from OGS HR with OCM managers and supervisors as needed.
• Initiate and prepare requests to fill vacancies, justifications, and organizational charts for the purposes of filling vacant positions and any classification needs.
• Attend job fairs and other recruitment-related activities to advertise OCM to potential candidates.
• Serve as backup liaison for the Administrative Officer 4 with OGS HR.
• Oversee and monitor the maintenance of training records for OCM staff employees, ensuring compliance with all mandatory training.
• Assist OCM supervisors/managers with full range of Labor Relations concerns, including formal counseling, employee discipline, and employee grievances.
• Assist in the development and maintenance of OCM Policies and Procedures.
• Work in conjunction with program managers to manage traineeship training requirements and ensure all trainees complete necessary training in prescribed timeframes.
• Work closely with OCM Administration to develop Statements of Work (SOW) when OCM contracts training services, ensuring agency training need is thoroughly addressed in the documentation before contracts are sent to vendors.
• Oversee the SLMS mandatory training completions for the agency, including publishing agency completion rates and disburse regular reminders to staff of pending deadlines.
• Perform the full range of supervisory responsibilities.
• Perform other duties and special projects as required.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

• Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
