Job Specifics
Duties Description This Fiscal Supervisor position will direct the business office operations of the NYS Veterans Home at Montrose. The position reports to the Fiscal Director of the Health Facilities Management Group. The position also reports to Administrator of the Montrose VH and the Department’s Fiscal Management Group in Albany, New York.
The Fiscal Supervisor will direct all the Home’s financial affairs, and supervise staff engaged in its financial operations. This responsibility includes planning, organizing, directing and controlling the activities of the Home’s accounting, budgeting, payroll and purchasing functions; overseeing the preparation of its annual fiscal plan; and preparing and monitoring its contracts.
Illustrative Tasks:
• Maintains, and reviews financial statements, annual operating budgets, cash flow projections, capital outlay and fixed assets schedules, and Medicaid & Medicare reimbursement activities for the facility.
• Develops, implements, reviews, and revises fiscal policies and procedures; and presents policies and procedures to employees, residents, family members, and visitors.
• Assists department heads with the interpretation of financial data to develop budget estimates, ensure appropriate use of funds, support financially sound budgetary decisions, and maximize revenues.
• Reviews financial ledgers and accounts to ensure accuracy and compliance with accepted financial principles, regulatory requirements, and to ensure financial accountability.
• Establishes and maintains accounting systems that accurately reflect facility income, operating costs, and financial condition, and ensures that residents’ personal accounts are appropriately managed.
• Oversees the development and administration of contracts for the acquisition of goods and services, including vendor solicitation and bidding processes, to ensure compliance with procurement guidelines and State Finance Law.
• Supervises and directs the activities of subordinate staff engaged in financial activities, and trains facility staff in applicable financial policies and procedures.
• Participates in various facility management and Board of Visitor meetings.
Minimum Qualifications Transfers: Current NYS employees with one (1) or more of permanent or contingent permanent, competitive service in a position eligible for transfer under section 52.6 of the Civil Service Law.
Open Competitive/HELPS Minimum Qualifications: Nine years of professional experience in finance in a healthcare field. One year must be at the supervisor level.
MQ Substitution: An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
Preferred Qualifications: This challenging opportunity requires competence in: i) preparing Medicare and Medicaid cost reports for healthcare facilities; ii) utilizing the Statewide Financial System and Microsoft Excel; and iii) the ability to quickly learn and use accounting applications.
Additional Comments This position is eligible for the Geographic Pay Differential in the amount of $15,586 and a Downstate Adjustment in the amount of $3,400.
The Office for Health Facilities Management (HFM) is the office within the Department of Health (DOH) tasked with overseeing the operation of four DOH operated Veterans Homes, Helen Hayes Hospital, and a Central Billing Office
.
HFM represents approximately 1,200 – 1,500 state staff, 1,025 certified beds, and an operating budget of approximately $190 million.
This position is part of the NYS HELPS program. No examination is required.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
