Job Specifics
Duties Description • Oversee, lead, and direct team managers for the Data Analytics & FirstNY teams to provide support to both Chief Information Office (CIO) and Office of the State Comptroller (OSC) customers including the definition of work activities, allocation and scheduling of resources, and assisting with the development of the project schedule.
• Lead the development of an analytics implementation strategy with Data Analytics & FirstNY managers, which includes the current and future systems architecture, and working with Statewide Financial Systems (SFS) CIO and OSC Bureau directors, to take advantage of existing and proposed data repositories and tools.
• Plan and allocate personnel and non-personnel assets/resources to achieve productivity and quality goals including, but not limited to, managing the schedule for implementation, identifying risks and mitigation strategies, and providing clear and effective communication to all project stakeholders.
• Establish and maintain relevant controls and feedback systems to monitor the operation of the team.
• Monitor and report on projects assigned to the team and its members.
• Plan, evaluate, maintain, and improve systems, procedures, and policies that enable and encourage optimum performance.
• Create new and ensure adherence to existing internal controls, standards, guidelines, policies, and procedures.
• Collaborate and actively participate with other CIO teams on problem resolution.
• Develop annual staffing/succession plans and foster growth opportunities in the CIO organization.
• Review the CIO budget to ensure funding is accounted for and available for current and future initiatives.
• Identify risks and propose potential remediation solutions to CIO management and key stakeholders as is appropriate.
• Identify opportunities to enhance existing data reporting requests through software and other IT related solutions across the enterprise to better utilize analytics, visualization and statistical techniques.
• Represent the Data Analytics & FirstNY teams on projects where reporting and analytics are part of the deliverables for both new projects and upgrades to existing systems such as Payroll, Retirement, Statewide Financial System, Local Government, PARIS, and other OSC operational systems.
• Develop recommendations, in coordination with other Division of CIO teams, for the implementation of the software and other systems architecture for the data analytics program within OSC.
• Conduct studies of major agency program areas to implement the necessary systems elements in the IT architecture to support the data analytic methodologies in all relevant areas.
• Review applicable analyses and methods developed and used by the Data Analytics staff to ensure that IT systems are available to support the activities.
• Provide oversight and direction to the employees on the team in accordance with the organization's policies and procedures.
• Mentor supervisor’s utilization of evaluations and discussions to maintain organization alignment and prepare staff for advancement opportunities and business continuity.
• Assign work to supervisors, monitor project progress, review major initiatives and make recommendations.
• Work with supervisors and other technical leaders to manage the team workplan and set priorities for projects undertaken by the team.
• Develop an employee-oriented culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance.
• Provide guidance and empower employees to take responsibility for their jobs and goals. Delegate responsibility, tasks, and issue resolution, and expect accountability and regular feedback.
• Oversee employee lifecycle tasks such as interviewing, hiring, performance evaluations, training, performance plans, and mentoring.
• Address insufficient employee performance through counseling and seek disciplinary actions where appropriate.
• Maintain employee work schedules including assignments, staff scheduling, skill development, cross training, telecommuting, and overtime to ensuring adequate coverage to complete team assignments.
• Communicate and present to CIO management and OSC executives regarding the status of the data analytics program, status of requests, demonstrations of visualizations, and reviews of reports.
• Communicate organization and team information through team meetings, one-on-one meetings, and other appropriate communication channels. Of particular relevance is the information conveyed from the CIO Leadership meetings.
• Provide constructive, tactful, and objective feedback on issues, tasks, and observations.
• Communicate regularly with other team managers, CIO management and other impacted stakeholders.
• Exercise discretion and confidentiality.
Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
Transfer Options:
For 52.6 transfer to a(n) Manager of Information Technology Services 2 (SG-29), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-27 or above.

Additional Comments Knowledge, Skills, and Abilities:
Demonstrated experience in Leading Small Teams (More than 2 years to 5 years).
• Demonstrated experience in Project Management (More than 2 year to 5 years) including, but not limited to:
o Project Scheduling: Create and manage change control process.
o Project Time Management: Define activities, sequence activities, estimate task resources and duration and develop project schedule.
o Procurement Management: Managing contracts, procurements and vendors, including development of IFB and RFP and evaluation of proposals.
o MS Project.
• Experience in Technical Writing (More than 2 years to 5 years) including, but not limited to:
o Evaluation of written materials and specifications.
o Evaluation of proposals and statements of work.
o Standards and procedures, Service Level Agreements (SLAs), User Guides.
o Statements of Work development.
• Demonstrated experience in emotional intelligence.
• Demonstrated experience in both written and verbal communication of information to stakeholders at all levels of the organization.
• Demonstrated organizational management skills performed in a team-oriented workplace.
• Outstanding interpersonal relationship building, employee coaching, and development skills.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
