Job Specifics
Duties Description As an Addiction Program Specialist 2 in the Division of Prevention Services (DOPS), the incumbent will provide technical assistance and support to prevention programs in practices and strategies that emphasis underage cannabis use prevention.
Duties include but are not limited to:
• Serve as a Subject Matter Expert (SME) for prevention programs, practices and strategies with an emphasis on underage cannabis use prevention
• Develop and complete in-person and web-based technical assistance (TA) and training utilizing, OASAS’ Risk and Protective Factor Framework, OASAS-approved programs, primary prevention and early intervention practices for youth, young adults, individuals, and families.
• Handle complex programs and special projects including community-level initiatives, individual curricula-based and coaching programming for prevention
• Communicate with internal/external stakeholders and OASAS Divisions in the delivery of new and existing evidence-based services
• Identify TA opportunities to improve evidence-based services.
• Monitor service delivery and outcome data for fidelity to strategies
• Assist in Environmental Change Strategy development for prevention services across the life span; including writing recommendations, summary reports, updating policies and protocols, and adapting components of existing ECS’s.
• Developing subject related content for procurement request.
• Identify audit protocols for program reviews.
• May supervise staff
• Performs other job-related duties as assigned
• Position may require travel up to 30%
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Permanent qualifications:
Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~
Open Competitive:
Either 1. A bachelor's degree and three years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.
Or 2. a master’s degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.
*Professional clinical experience for this examination is defined as the care, treatment, or instruction of patients in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physician’s assistant.
**Professional administrative experience for this examination is defined as experience in the fields of personnel management, employee relations, budgeting, fiscal and business administration, or administrative planning and analysis. Experience must be focused on the planning, developing, oversight, coordination, or operation of programs.
Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
