Job Specifics
Duties Description This Health Program Administrator 1 (HPA1) position is located in the Division of Nutrition (DON), Bureau of Supplemental Food Programs (BSFP), Fiscal Management Section (FMS), State Operations Unit. The FMS is responsible for fiscal oversight and management of the New York State (NYS) Special Supplemental Nutrition Program for Women, Infants and Children (WIC). Currently, the NYS WIC program serves a monthly caseload of approximately 450,000 participants through 85 local WIC agency grant contracts valued at $152 million. The incumbent will assist an HPA2 with oversight of the State Operations Unit and provide leadership and supervision of the staff who perform the various functions of the Purchasing Team, which include oversight of procurement card usage and reconciliation; processing accounts payable transactions; monitoring Purchase Requisition processes; and facilitating procurement processes for commodities, services, and technology; and temporary staff recruitments.
Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, Grade 23.
Transfer: Current New York State employee with one or mor more years of permanent or contingent-permanent, competitive service in a title at or above Grade 21 and eligible to transfer to a Health Program Administrator 1, Grade 23 under Section 70.1 or 52.6 of the New York State Civil Service Law.
Preferred Qualifications:
The preferred candidate will have experience with the Statewide Financial System, administration of a large Federal grant. They should be able to interpret federal and State regulations, and initiate, develop, and execute multiple program-specific procurements. These may include Request for Proposals, Requests for Applications, and Invitations for Bids.
Familiarity with State purchasing policies and procedures, as well as experience in developing and implementing program policies and procedures is important. Candidates should also possess strong analytical skills and have prior supervisory experience. Additional preferred experience includes advanced knowledge of Microsoft Excel including Macros, advanced Pivot Table techniques and other advanced functions used to analyze data and improve workflow. Excellent organizational skills, and strong written and verbal communication skills are essential.
