Job Specifics

Duties Description The Data Analyst 1 will work in the Office of Public Health’s,Vital Records in the Data Management and Analytics Unit. In this role they will be responsible for tranforming the data available into meaningful insights, reports, and visualizations. These will be used by the Department of Health (DOH) to make improvements to not only NYS's vital records process, but also further DOH's goal of improving the quality of health in NYS Citizens. This will be accomplished using data mining, data engineering, data cleaning, data modeling, natural language processing, and machine learning to analyze data sets. The incumbent will also use analytical programming languages, statistical and mathmatical computations, and visualization software. The incumbent will be responsible for presenting results through visualizations, summaries, and reports.

Minimum Qualifications Non-competitive: bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and either: satisfactory completion of a two-year traineeship or two years of experience* in data visualization, and statistical models and data mining tools.

*Substitution: A master’s degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.

Preferred Qualifications: A minimum of 2 years of demonstrated proficiency using languages such as, but not limited to, SQL, Python, R, or SAS, along with visualization software such as Tableau, SAS BI, or Power BI. Experience with machine learning and predictive analysis. Experience and/or strong understanding on data engineering processes like data infrastructure design, building data pipelines, cloud integration and computing. Experience in selecting and adapting new technologies and AI tools. Experience in public health research utilizing peer reviewed journals, large demographics and/or public health program data to analyze and interpret results and findings for drawing conclusions and making recommendations. Strong communication and interpersonal skills including the ability to explain very technical topics to non-technical stakeholders, and the ability to work well in a team.
