Job Specifics
Duties Description Under the direction of the Business System Analyst 2, the Business Systems Analyst 1 position will work closely with OGS agency staff on IT related projects to elicit, analyze, communicate and validate requirements for changes to business systems and processes as part of the OGS Project Management Office (PMO). Duties include, but are not limited, to the following:
•Research and gather requirements by conducting individual or group interviews, distributing surveys, and reviewing documents.
•Document the current or as-is state of the business process or function; create flow charts and process models, and other visual representations.
•Combine all necessary details in a Business Process Analysis document describing the current process as well as the future state.
•Organize and maintain all related project documentation using SharePoint.
•Schedule and coordinate meetings as required.
•Communicate agency requirements to ITS or Vendor staff and work with Project Managers to ensure they are implemented during each project.
•Develop test data and scenarios, test systems functions, and document the results. Act as a liaison for agency User Acceptance Testing and escalate any issues that require action to the Project Manager/BSA 2 as appropriate.
•Provide weekly updates to the BSA 2 and PMO team.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level** based on their experience and education.
Required experience:
Professional business analysis experience where your primary duty was performing three of the five following activities:
• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
The following activities are not considered qualifying experience:
• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
• Development of instructional materials and classroom training.
• Help desk duties including troubleshooting, resolving user issues, and providing customer service.
Substitutions: A Juris Doctor, master's or higher degree in a related field may substitute for one year of specialized experience.
**Business Systems Analyst level requirements:
• Business Systems Analyst Trainee 1 (equated to SG-14): bachelor or higher degree.
• Business Systems Analyst Trainee 2 (equated to SG-16): bachelor or higher degree and one year of required experience.
• Business Systems Analyst 1, SG-18: bachelor or higher degree and two years of required experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
*70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.
PCO Candidates: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.
Successful completion of a two-year traineeship leads to appointment as a Business Systems Analyst 1, SG-18.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
