Job Specifics
Duties Description Employee Benefits has the lead role for administering the New York State Health Insurance Program (NYSHIP), one of the largest public employer health insurance programs in the nation covering more than 1.2 million lives. This position will play an important role in ensuring the continued success of the comprehensive health insurance programs.
Under the Communications Manager, the Public Info Specialist 1 (Digital Content) will be responsible for maintaining, supporting, and enhancing the New York State Health Insurance Plan (NYSHIP) email service.
There are multiple vacancies being filled. Duties include, but are not limited to:
• Maintaining large email lists with tags, opt-in information, etc.
• Creating weekly/monthly content for several different email lists, while ensuring NYSHIP adheres to HIPAA and federal standards.
• Working with program integration including People Soft, website content management system, and email delivery service to keep email lists up to date.
• Creating and maintaining fillable forms in InDesign and Acrobat.
• Creating communication campaigns, including mailings and digital assets for current enrollees to sign up for digital communications.
• Participating in meetings and providing recommendations for best email practice.
• Working with ITS to develop and perform pre-deployment testing for emails.
• Working closely with the Public Information Office (PIO) to ensure brand standards are adhered to and language is approved, serving as back-up for PIO’s email campaigns.
• Assisting with the creation and implementation of Virtual Health Fairs.
• Developing content for new NYSHIP website and working closely with plan administrators on benefits and qualifications.
Preferred Qualifications:
• Website content management and digital campaigns experience.
• Experience developing targeted emails for email list of over 500,000 addresses.
• Experience developing and performing pre-deployment testing for email.
• Experience working with Gov Delivery.
• Survey development.
Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Six years of experience in public relations, social media, and digital communications.
Substitution: Associate’s, Bachelor’s, or Master’s degree in Communications, English, Public Relations, Social Media, Digital Communications, or similar degree, substitutes for two, four, or five years.
