Job Specifics

Duties Description The State University Construction Fund (the "Fund") is currently seeking an Estimator to join our Capital Program Management team at our office in Albany, NY.

The Estimator (Electrical) prepares preliminary budgets for proposed capital projects and assesses estimated construction project costs during the planning and design phases of project delivery. They also compile conceptual budget estimates, perform quantity takeoffs, itemize and price project components. Budget and review estimates for electrical site improvements and electrical portions of capital projects.

Specific Duties & Functions:

Develop anticipated construction costs and capital project budgets for facilities improvements based on preliminary building programs and scopes of work.

Review project design phase estimate submissions for scope, quantities, pricing and conformance with established Fund guidelines.

Prepare bid tabulation analysis and participate in post bid investigations when necessary.

Compile written summaries and memos documenting reviews and findings.

Contribute to market tracking and industry research, including annual escalation rate projections.

Work with other Fund units to help assess, develop and advance statewide capital program delivery.

Performs other duties as directed.

Minimum Qualifications A minimum of 10 years' experience in the construction industry, including a minimum of 5 years as an estimator. College level education may be substituted for industry experience only on a year-for-year basis but not exceeding 4 years. Independent certification as an estimator is encouraged. Excellent organizational skills and attention to detail. Effective verbal and written communication skills and the ability to present information in a clear and concise format. The ability to demonstrate judgment and discretion in matters of confidentiality. Strong technology skills, including Microsoft Office suite, project management systems, and estimating applications. A Senior level appointment may be considered for an appropriately qualified applicant.

The State University Construction Fund (Fund) is a New York State government entity dedicated solely to facilitating and expediting the construction, renovation, rehabilitation, and improvement of the State University of New York's academic building and infrastructure assets at 34 state-operated campuses and 3 teaching hospitals.

Our offices are located within the historic SUNY System Administration headquarters in downtown Albany, New York. Though officially named the H. Carl McCall SUNY Building, it is often referred to by locals as the, "D&H Building," or affectionately, "The Castle."

The Fund offices and the adjoining employee parking garage are just steps from the Hudson River, a short walk to the Capitol Building and the Empire Plaza, and a few minutes' drive to major highways including the Northway (Interstate 87) and the New York Thruway (Interstate 90).
