Job Specifics
Duties Description Under the direction of the Deputy Medicaid Inspector General (DMIG) for Investigations, the incumbent of this position is responsible for managing investigative and other supportive functions within the Division of Medicaid Investigations (DMI), with staff in several regional offices. These activities encompass a broad spectrum of Medicaid program integrity efforts. In addition, the Assistant Medicaid Inspector General (AMIG) participates in the overall administration and long-term strategic planning for DMI, and acts as the Division Director in the absence of the DMIG.
Investigations and other supportive functions are a critical component of OMIG’s Medicaid program integrity efforts. DMI seeks to improve provider and recipient behaviors with the goal of protecting the recipient community, while promoting quality care for all within the State’s Medicaid program.
Specific duties include, but are not limited to:
Oversee, manage, and direct the day-to-day operations and processes within the Division:
• Confer or collaborate with the DMIG and/or other executive-level managers to define investigative projects, initiatives, and long-term objectives/goals. Operationalize goals into tangible action items and assignments.
• Keep DMIG apprised of current DMI assignments, procedures, goals, and performance metrics.
• Implement investigative priorities. Work with subordinate managers to define policies, standards, and procedures for all areas of investigative operations.
• As appropriate, provide input or recommend actions to be taken regarding Medicaid fraud, waste findings, where there are no clear precedents.
• Oversee the preparation of periodic progress reports and/or development of metrics to measure the success of investigative activities and progress of casework.
Provide leadership and management for the day-to-day operations of DMI:
• Provide leadership, guidance, supervision and mentoring to Bureau Directors and supervisors. Promote at atmosphere of inclusiveness and respect, professional motivation and curiosity.
• Provide a high level of programmatic knowledge and assist with applying it with novel, sensitive, critical, and high-profile issues.
• Ensure consistency and coordination between Bureaus. Communicate directives, priorities, preferences, and approach. Set appropriate professional standards.
• Oversee staffing, recruitment, professional development, and succession management planning.
Represent OMIG with agency partners and external stakeholders:
• Collaborate on investigations and legal or administrative proceedings with other governmental entities or stakeholders, such as the NYS Attorney General’s Office, the federal Department of Health and Human Services, the federal Office of the Inspector General, local District Attorneys, and other State agencies, relative to joint investigations, best practices, legal and administrative proceedings.
• Assist the DMIG or members of the executive leadership team in preparing internal and external communications, presentations, or other projects, as directed.
Minimum Qualifications Preferred Qualifications:
Bachelor’s Degree and/or advanced degree along with a minimum of eight years of professional experience in an organized program of fraud investigation. A degree in criminal justice or a health care related field is preferred. At least three years of this experience must have included the management and supervision of subordinate staff. Preferred experience would include an understanding of, and experience with: investigative case management, interactions/processes relative to law enforcement or prosecutorial entities, surveillance and monitoring, or other fraud deterrent activities. Excellent oral and written communication skills are also required.
Additional Comments This position will be based either in Albany or NYC, depending on the candidate chosen, with routine travel between those offices expected. Travel to other regional offices will be required occasionally. *If filled in NYC, the position will be based at 90 Church Street in Manhattan.*
Full-time, exempt. Salary within the posted range will be commensurate with experience. This is an appointment to a position in the exempt jurisdictional class. All exempt appointments require completion of a background check prior to appointment, and completion of an annual Financial Disclosure Statement. Incumbents serve at the pleasure of the appointing authority, and the employment relationship can be altered at any time by either party.
