Job Specifics
Duties Description Under the direction of the Assistant Director of Financial Administration, within the Office of Financial Services, Budget Bureau and Section, the Chief Budgeting Analyst will supervise the Budget Unit. Responsibilities include providing guidance and direction to Budget Unit staff, and performing critical analyses, to effectively monitor and implement the State Budget based on knowledge of Division of Budget guidelines, State Finance Law, and relevant agency programs and policies. The incumbent must possess strong analytical, communication, interpersonal, and supervisory skills, as well as extensive experience in Microsoft Excel and Word. Experience and proficiency transacting in, and extracting data from, the Statewide Financial System (SFS) is preferred.
Specific duties include, but are not limited to:
• Oversee daily operations of the Budget Unit, including monitoring spending, analyzing the workforce, and managing the capital plan.
• Assign and oversee work effectively to ensure regular operational tasks are completed timely and accurately and ensure long-term projects progress as planned.
• Assist in developing annual goals for the Budget Unit.
• Develop relationships of trust and mutual respect with colleagues.
• Work collaboratively with WCB program staff and finance staff.
• Compile data and prepare various reports and correspondence related to budget activities.
• Coordinate preparation of monthly spending and projection reports, including providing fiscal and programmatic support for projections as well as justifications for variances between projections and actual spending.
• Assist in providing analysis to agency management on budget priorities.
• Liaise with DOB, OSC and other state agencies on budget issues.
• Retrieve and analyze data from SFS.
• Ensure spending aligns with cash ceiling and appropriation limits.
• Review, analyze, and track spending on Information Technology Services (ITS) spending, including accurately tracking annual spending on IT projects and invoices received from ITS. Act as liaison between WCB Budget, ITS Budget, and Project Managers to determine project status, timing, funding sources, and total spending. Monitor approved expenditures to ensure work is done efficiently within established fiscal guidelines in assigned areas.
• Review, analyze, and project spending for the Self-Insurance Unit, including personal service, non-personal service, fringe benefit and indirect costs for annual WCL § 50(5) assessment and reconcile estimates with actual spending.
• Ensure financial and HR coding for WCB employees is consistent across multiple systems.
• Identify opportunities to improve the way we collect, track, and report on budget information, and collaborate with staff and leadership to implement changes.
• Performs all supervisory responsibilities.

Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list.
OR
Candidates must have permanently served at least one year in a title designated as appropriate for transfer in accordance with Section 52.6 of the Civil Service Law.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
