Job Specifics
Duties Description Under the direction of the Deputy Chief Procurement Officer (DCPO), the incumbent will support and assist the DCPO in providing Procurement Services leadership including the development and implementation of policies, procedures, programs, and management systems pertaining to procurement, strategic sourcing, contract management and related activities.
Specific duties include but are not limited to:
• Plan, manage, and direct the selection, negotiation, award, administration, and close-out of centralized procurement contracts and other agreements that are awarded by OGS.
• Serve as the approving authority for procurement contracts, financial assistance instruments, and inter-agency agreements.
• Represent OGS in the negotiation of contracts and other agreements with commercial, nonprofit, government, and educational institutions.
• Meet and work effectively and persuasively with high level executives in government and the private sector to communicate OGS policies and practices.
• Resolve disputes, complaints, and issues raised by contractors, state agencies, elected officials, and others, rendering decisions as appropriate.
• Perform the full range of supervisory responsibilities.
• Perform other duties and special projects as required.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a M-3 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
