Job Specifics
Duties Description The UI Program Manager 3 will act as an assistant to the Chief of Unemployment Insurance Liability and Review; oversee the management of staff who make complex determinations of employer liability for UI Taxes and coverage for individuals requesting UI benefits and staff who review and process appeals to such determinations; oversee the management and support of staff involved in the coordination of the multi-agency Misclassified Worker Task Force and fraud-related enforcement activities; and assist in the administrative responsibilities and management of the Liability and Determination Section, the Employer Account and Adjustment Section, and the Central Assignment and Collection Section. The incumbent will review and analyze various legislative proposals, operational reports and correspondence received; monitor compliance with various state and federal programs and initiatives; assist in preparation of proposals to enhance and improve current policies and procedures; prepare various correspondence, FOIL Requests, reports, and research in regards to UI operations; evaluate staff performance and conduct performance evaluations; and plan, direct and conduct formal and informal training for new and existing staff and, when requested, for staff within the Department, for other agencies and/or for external customers.

Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in an Unemployment Insurance Program Manager 3 (M-3). If you have less than one year, you must be reachable on the current Unemployment Insurance Program Manager 3 (M-3) eligible list for this location if one exists.
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Unemployment Insurance Program Manager 2 (M-2). If 3 or fewer qualified Department of Labor Unemployment Insurance Program Manager 2 (M-2) respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Unemployment Insurance Program Manager 2 (M-2) without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent, or 55b/c service in a Grade 27/M-2 or higher determined to be administrative by Civil Service.

Provisional Qualifications:
DOL Employees only. One year or more of permanent, contingent-permanent or 55 b/c service as an Unemployment Insurance Program Manager 2 (M-2), Unemployment Insurance Program Manager 1 (M-1), Unemployment Insurance Program Manager 1 Chinese Language (M-1), or Unemployment Insurance Program Manager 1 Spanish Language (M-1). The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
