Job Specifics
Duties Description The Real Property Analyst 3 will serve as a manager for the Western Region within the Office of Real Property Tax Services. Under the general direction of a Real Property Services Administrator 1 or other higher-level manager, the Real Property Analyst 3 may perform the following duties:
Manage all aspects of a regional office as well as any associated satellite offices which can include:
• Advise and assist staff in their consultation with local governments. This includes influencing, coaching, advising, mentoring and guiding local officials.
• Provide final review of analysis performed by staff for the purposes of full value measurement including the determination of market trends, statistical market analysis and survey appraisals
• Oversee the monitoring of all reassessment projects conducted by municipalities in the region
• Monitor staff production to ensure that we are meeting the performance goals for the bureau
• Develop staff through mentoring, coaching and providing them with educational opportunities.
• Energize staff to perform assigned tasks intended to achieve the goals of the bureau while ensuring staff and other resources are effectively and efficiently utilized.
• Provide analysis of rate changes to determine potential tax shifts and make recommendations
• Evaluate reported local uniform percentages of value for State equalization purposes
• Ensure successful monitoring, review and evaluation of local assessment administration practices as they relate to all phases of assessment administration.
• Participate in presentations to local officials or the general public regarding real property tax administration issues.
• Comprehend and adhere to real property tax law and ensure that staff is aware of law, rule and procedural changes
• Provide technical and analytical expertise to subordinate staff, internal and external customers;
• Support the department’s goals by allocating appropriate staff and resources to ensure the needs of the department are met, to include:
• Time and resources to support the educational requirements of the department
• Time and expertise to support the various modernization projects
• Communicate effectively, both verbally and in writing, with staff, local government officials, taxpayers and management.
• Review, analyze and comment on legislation and other administrative proposals that affect operations. Develop procedures for new functions, review existing procedures on an on-going basis and update procedures as necessary.
• Adhere to all Department policies and time and attendance rules and regulations.
Minimum Qualifications Current NYS employees eligible for 70.1 or 52.6 transfer in accordance with Civil Service Laws, Rules, and Regulations.
OR
Current NYS employees who are immediately reachable on the Real Property Analyst 3 Eligible List for Batavia.
OR
Non-Competitive Promotion: A permanent competitive appointment via a non-competitive promotion examination (NCP) may also be made pursuant to Section 52(7) of Civil Service Law, if three or fewer qualified candidates in the Department promotional field apply for this position.
Qualification for non-competitive promotion for this title include: One year of permanent service as a Real Property Services Manager 1 or Real Property Analyst 2.
OR
Provisional Appointment: In the event an eligible list for this title does not exist, or has less than three acceptors, a current New York State employee with one year of permanent, contingent-permanent, or 55b/c service as a Real Property Analyst 2 or Real Property Services Manager 1 may be appointed on a provisional basis.
Note: Provisional appointments are made pending an exam and will be revoked if the selected candidate is not immediately reachable on the eligible list resulting from the next holding of the exam.
