Job Specifics

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 3, G-23 OR in a position at SG 21 or above deemed administrative under Section 52.6 of Civil Service Law OR in a title approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Duties Description Within the Security Governance unit of the Enterprise Information Security Office, the Information Technology Specialist 3 will monitor and facilitate technical compliance of the infrastructure with ITS policies, procedures, and standards. Duties include, but will not be limited to, the following:
• Assist with coordination of external information security audits across the enterprise
• Employ risk assessment tools and methodologies to facilitate cyber security reviews and assist in the evaluation of public and private critical infrastructure
• Analyze results, reporting on findings and recommendations
• Follow up on mitigation recommendations and report on technical compliance with policies and standards
• Perform risk assessment on infrastructure that can’t be brought into compliance and ensure an appropriate risk mitigation strategy that meets customer, ITS, and New York State needs
• Consult with and provide guidance to State Entities regarding interpretation and implementation issues for statewide information security policies, procedures, and best practices
• Monitor State Entities compliance with New York State information security policies and standards
• Assist executive management in the implementation of security measures that meet current and future State business needs
• Research, acquire, and utilize governance and compliance solutions to analyze, enforce, and monitor information security and stay abreast of Federal requirements and best practice
• Research and recommend tools that will assist in compliance monitoring
• Assist in the procurement of consultant and contractor services as needed to assist with these activities
• Participate in the development and the maintenance of disaster recovery and business continuity plans
• Assist with the development of and conduct periodic exercises to evaluate and test the efficacy of incident response policies, plans, and procedures
• Participate as a subject matter expert on policy, standards, and procedure development
