Job Specifics

Duties Description As a member of the OPWDD Division of Quality Improvement, Incident Management Unit, responsibilities of the Program Operations Specialist 3 may include, but are not limited to, the following:
• Supervision of Regional Compliance Officers, Program Operations Specialist 2, grade 23’s in review of investigations and investigative records. Processing of investigative and related incident records as required. Interact with oversight agencies and provider agencies relative to investigative records procedures and process. Follow up as necessary.
• Function as part of the Incident Management Unit by providing real-time oversight of the critical function of incident management on a statewide basis and assist in the development and refinement of Central Office and statewide systems in the area of incident management.
• Perform reviews of incidents to ensure data entry is accurate and complete. Ensure appropriate protective measures are taken and that required notifications to entities such as law enforcement are completed as appropriate.
• Satisfactorily complete required training and then perform reviews of investigative reports and outcomes and provide feedback if there are concerns related to the comprehensiveness and adequacy of the investigation or the resultant corrective actions.
• Manage development and use of the Incident Report and Management Application to ensure the integrity of data entered. Review and analyze data to identify further actions to improve data collection and integrity. Identify significant trends to ensure they are responded to appropriately to improve the quality of services to individuals served.
• Provide DQI staff with pertinent information for monitoring and evaluation and alert Bureau of Program Certification staff to significant untoward events for immediate follow up, as needed.
• Work in conjunction with the Office of Investigations and Internal Affairs and the Office of Employee Relations, as well as the Statewide Committee on Incident Review (SCIR) and Local Incident Review Committees, to ensure a strong, coordinated approach is taken in response to any abuse allegations or other serious incidents that may occur within state-operated services.
• Work with DQI staff, the SCIR, the Division of Policy and Enterprise Solutions and other experts to develop appropriate and standardized trend analysis reports for the Commissioner’s and Leadership Team’s review, as well as specific trend reports that will be required to be completed on an annual basis by all providers of service in accordance with Part 624 regulations.
• Supervise IMU staff to receive corrective action plan requests. Follow up on required information and review responses from providers to corrective action plan requests. Enter appropriate related information into IRMA and/or the VPCR. Complete all follow up as necessary. Interact with bureau of program certification relative to CAP issues.
Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
