Job Specifics
Minimum Qualifications Candidates must be reachable for appointment on the current Program Operations Specialist 1 eligible lists (00233 Transition or 25565 Open Competitive) or a current New York State employee eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law.
Examples of titles approved for a Section 52.6 transfer are Administrative Assistant, Senior Budgeting Analyst, Senior Personnel Administrator, and Information Technology Specialist 2.
Titles approved for a Section 70.1 transfer are: Head Occupational Therapist, Head Physical Therapist, Head Recreation Therapist, Health Facility Management Assistant, Intermediate Care Facility Program Manager 1, Intermediate Care Facility Program Manager 2, Mental Health Program Specialist 1, Mental Hygiene Program Evaluation Specialist 2, Nurse Administrator 1, Nurse Administrator 1 (Psychiatric), Resources and Reimbursement Program Development Specialist 1, Security Hospital Supervising Treatment Assistant, Speech Language Pathology Audiology Program Coordinator 1, Standards Compliance Analyst 1, Standards Compliance Analyst 1 (Developmental Disabilities), and Utilization Review Coordinator.
For Provisional Appointment:
Candidates must have a bachelor`s degree and two years of professional clinical or administrative experience in a federal or state certified developmental disabilities program agency. One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, and/or evaluating a statewide, regional, or DDSO program for people with developmental disabilities.
Substitution: A master`s degree in a human services specialty or in public administration, business administration or hospital administration may be used to substitute for up to one year of the non-specific experience.

Duties Description The Incident Management Unit (IMU) within the Division of Quality Improvement was created as part of the initiative to ensure the safety and welfare of individuals with developmental disabilities. This position will provide coverage for the IMU’s after-hours call-in system. The Program Operations Specialist 1 assigned to this shift will ensure:
• Appropriate information is provided for each initial report of serious reportable incidents, allegations of abuse and all deaths.
• Adequate protective measures for the individuals are taken.
• The incidents are classified correctly and a thorough description of each incident has been received.
• Required notifications to entities such as law enforcement are completed as appropriate.
• Routine checks of the Incident Notification mailbox are done and that follow up contacts for the individuals are reported directly back to provider agencies as necessary.
• Review of the Incident Notification mailbox for incidents generated by the Justice Center for the Protection of People with Special Needs that require assignment and completion.
• Critical and Significant Event reports based on incidents reported are generated.
Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
