Job Specifics

Duties Description Under the direction of a higher-level supervisor/manager, the candidate will perform engineering, data analysis or research work related to design and construction of highways, bridges, buildings, dams, and other facilities.

Duties may include, but are not limited to:

• Reviewing and coordinating construction activities including the review of lane closures, repairs and upgrades to the current continuous count (CC) system. Attending meetings throughout the state with resident engineers, Regional personnel and contractors to discuss construction activities which requires extensive travel throughout New York state.

• Providing quality control measures for the collection of continuous count (CC) traffic data. Assisting with the WIM program for Traffic Monitoring.

• Holding meetings with Engineers-in-Charge (EIC) and Design personnel from various Regions who have questions or concerns with details, specifications, and the proper installation of Traffic Monitoring sites.

• Being responsible for the testing and repair of Traffic Monitoring Equipment for the Regions and Main Office.

• Performing duties outdoors in all weather conditions.

• Assisting the County Counter Initiative. Providing training sessions and support to all new and participating counties, towns, and cities. Distributing all necessary equipment. Reviewing and approving all invoices for payment.

• Performing extensive testing of new equipment and software to improve the infrastructure and efficiency of traffic data collection.

• Providing support to verify communications, configurations, and operations of continuous counters. Helping to diagnose problems when necessary.

• Providing telephone support for the Maintenance Contractor/Main Office field personnel.

• Assisting with continuous count (CC) data/WIM requests. Providing continuous count (CC) and WIM data as necessary to Regional, Main Office, and external users who request data. Assuring that data requests are answered in a timely and accurate manner. Assuring that quality data is available with minimal effort.

• Adhering to all Department safety regulations.

• Other duties, as required.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Promotional: One year of permanent competitive or 55-b/55-c service as a Principal Drafting Technician (General), Principal Drafting Technician (Structural), Principal Engineering Technician, Principal Engineering Technician (Soils), Mapping Technician 3, Mapping Technologist 1, Senior Engineering Materials Analyst, Senior Engineering Materials Chemist, Materials Testing Specialist 1, Engineering Geologist, or Traffic Systems Technician 2.

Open Competitive: High school graduation or equivalent and six years of full-time satisfactory experience in civil engineering or engineering technology related to transportation infrastructure work.

Substitution
30 semester hours of training for a technical institute, community college or college in civil engineering, civil engineering technology, construction technology, engineering, physical or applied sciences on a year-for-year basis, up to four years.


Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
