Duties Description SPS – Eligibility Unit
• Evaluate individuals’ eligibility for OPWDD services and make clinical determination of incoming eligibility requests.
• Serve as member of an interdisciplinary team and function as a 2nd step reviewer of submitted packets to determine if OPWDD Eligibility criteria is met using NYS Mental Hygiene Law and OPWDD guidelines.
• Participate in the Medicaid Fair Hearing process regarding Eligibility; this includes preparing, reviewing, and revising hearing summaries, as well as offering treatment testimony when needed.
• Complete level-of-care assessments and tracking documents (observations, recommendations) that are required to complete such assessments.
• Review special cases involving individuals served by voluntary providers on an as needed basis.
• Utilize data and tracking platforms to ensure timely review and response to assigned eligibility cases.
• Interface with individuals, families, and stakeholders on eligibility inquiries.

The selected candidate will be a vital team member within the Region 1 DDRO Regional Office organizational structure and will report directly to a Regional Unit Lead. The functional units within the Regional Office include Front Door, Waiver Services, Eligibility, Self-Direction, Housing, Crisis, Property/Development, Fiscal, and Quality Management/Technical Assistance. The LCSW will typically provide support to one designated functional unit within the Regional Office but may provide additional or alternative coverage when RO needs deem this necessary. The selected candidate will work to ensure excellent quality in Regional Office operational standards. The Licensed Clinical Social Worker will serve as a supervisor on the Regional Office Eligibility Team.

Occasional travel within the 17-county region may be required. Occasional evening and/or weekend work may be required to meet organizational needs.

ADDITIONAL DUTIES AND RESPONSIBILITIES:
Under the supervision of a Region 1 DDRO Regional Lead, the incumbent will engage in the following duties which will include, but not be limited to:

The LCSW will be under the supervision of the Regional Lead within the Eligibility Team of the Regional Office. They will oversee the process flow and participate in the evaluation of service delivery, meeting system goals, and meeting service expectations of individuals, families, and advocates.
• Provide Supervision and Leadership to assigned team. Perform administrative tasks including ongoing communication and direction at Team Meetings. Complete required reviews. Share policy and procedure requirements. Develop and maintain staff schedules and resources. Make specific staff assignments. Ensure Team Members have a working knowledge of OPWDD eligibility guidelines and menu of supports and services and associated criteria. Provide training and identify clear expectations.
• Engage in regular audit and improvement activities within the team.
• Maintain knowledge and understanding of OPWDD policies and procedures. Review ADM’s, Protocols, Policies and Procedures as released and conduct training and ensure implementation.
• Participate in local and statewide meetings and other trainings and workgroups as indicated.
• Foster effective collaboration and communication of staff with individuals, families, Care Coordination Organizations, provider agencies, Local Government Units and other community stakeholders.
• Participate in the regular maintenance of the Region 1 Eligibility Power Apps Business Process.
• Will provide technical assistance to Care Coordination Organizations and OPWDD service access agencies as needed.
• Participate in 1st & 2nd Step Reviews, as assigned.
• Provide backup support for eligibility Medicaid Fair Hearings
• Provide assistance with triage of eligibility shared mailbox and Choices eligibility queue submissions.
• Participate in various committees as directed by the Regional Leadership Team.
• Other tasks as assigned

Minimum Qualifications Open Competitive: possession of a license and current registration as a licensed clinical social worker in New York State.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status. Once you are in permanent status, your official probationary period will begin and you may take any promotion exams for which you are qualified.

• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.

• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.
