Job Specifics
Minimum Qualifications Candidates must be reachable for appointment on the current Program Operations Specialist 1 eligible lists (00233 Transition or 25565 Open Competitive) or a current New York State employee eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law.
Examples of titles approved for a Section 52.6 transfer are Administrative Assistant, Senior Budgeting Analyst, Senior Personnel Administrator, and Information Technology Specialist 2.
Titles approved for a Section 70.1 transfer are: Head Occupational Therapist, Head Physical Therapist, Head Recreation Therapist, Health Facility Management Assistant, Intermediate Care Facility Program Manager 1, Intermediate Care Facility Program Manager 2, Mental Health Program Specialist 1, Mental Hygiene Program Evaluation Specialist 2, Nurse Administrator 1, Nurse Administrator 1 (Psychiatric), Resources and Reimbursement Program Development Specialist 1, Security Hospital Supervising Treatment Assistant, Speech Language Pathology Audiology Program Coordinator 1, Standards Compliance Analyst 1, Standards Compliance Analyst 1 (Developmental Disabilities), and Utilization Review Coordinator.
For Provisional Appointment:
Candidates must have a bachelor`s degree and two years of professional clinical or administrative experience in a federal or state certified developmental disabilities program agency. One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, and/or evaluating a statewide, regional, or DDSO program for people with developmental disabilities.
Substitution: A master`s degree in a human services specialty or in public administration, business administration or hospital administration may be used to substitute for up to one year of the non-specific experience.
Note: Strong computer skills and experience with incidents are preferred.
Duties Description The Incident Management Unit (IMU) within the Division of Quality Improvement (DQI) was created as part of the initiative to ensure the safety and welfare of individuals with developmental disabilities. As a member of the IMU, responsibilities of the Program Operations Specialist 1 may include, but are not limited to, the following:
• Function as part of the Incident Management Unit by providing real-time oversight of the critical function of incident management on a statewide basis and by conducting reviews to ensure appropriate protective measures are taken and that required notifications to entities such as law enforcement are completed as appropriate. Review investigative reports and outcomes and provide feedback if there are concerns related to the comprehensiveness and adequacy of corrective actions.
• Provide DQI staff with pertinent information for monitoring and evaluation as assigned.
• Work with DQI staff, the Statewide Committee on Incident Review, the Division of Enterprise Solutions and other experts to develop appropriate and standardized trend analysis reports for the Commissioner’s and Leadership Team’s review, as well as specific trend reports that are required to be completed on an annual basis by all providers of service in accordance with Part 624 regulations.
• Ensure that action has been taken by registered providers when negative findings have been sent by OPWDD.
• Assist providers with OPWDD regulation requirements, specifically sections 633.22(n) Registered Provider of Services and (p) Annual Criminal History Record Check.
• Additional duties as assigned by the Director of the Incident Management Unit.
Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
