Job Specifics

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 3 (Programming), G-23 or are eligible to transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Duties Description The Information Technology Specialist 3 (Programming) will be assigned to the General Government Cluster and will work with development teams and cross-functional agency teams to guide projects through their project lifecycle for systems related to the transmission of data for Commercial Drivers Licenses. The incumbent will work in both the CICS online transaction environment, as well as a batch program, and will develop and maintain systems primarily in languages used on IBM mainframes, including JCL, DB2 and COBOL. Duties will include, but are not limited to, the following:
• Design, develop and implement new systems or enhancements.
• Work as a member of a project team developing specifications documents and designing technical solutions to accomplish tasks.
• Lead and facilitate developer team meetings.
• Evaluate other application developers’ code, and provide feedback on effectiveness.
• The candidate will make recommendations and seek approvals from the technical review team. Additionally, the candidate will need to maintain a project plan, task list, and Work Breakdown Structure.
• Perform a full range of supervisory duties, including developing training plans and executing performance evaluations.
