Job Specifics
Duties Description The Health Program Administrator 1 (HPA1) will lead operational planning and coordination efforts that enable statewide and regional tobacco control partnerships and internal partnerships, ensuring that fiscal and administrative systems are aligned with tobacco control program goals and evidence-based strategies and responsive to emerging issues and priorities; develop and provide tobacco control program specific oversight of state tobacco and e-cigarette initiatives including procurement development, policies and procedures, contracts, workplans and performance reports; and provide management, supervision and oversight of BTC’s Administrative Operations Unit.
Minimum Qualifications Current NYS DOH employee with permanent of contingent-permanent, competitive status as a Health Program Administrator 1 (G23), OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G21 and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: The strongest candidates will have knowledge of evidence-based tobacco control programming. The preferred candidate will also have experience in the administrative management and oversight of state and federally funded public health programs; experience with New York State procurement policies, including fiscal policy/guidance development and oversight; experience with SFS, SharePoint, Workday, and Excel; experience with grant and data management; experience with state and federal grant hiring processes; experience actively soliciting feedback on public health opportunities from minority and underserved communities, training experience in racial justice and health equity, experience supervising professional staff; strong organizational and interpersonal skills; and excellent written and oral communication skills.
