Job Specifics

Duties Description •Works with division director to prepare and administer the annual division budget; prepares, and manages the division’s financial plan and conducts annual assessments of budget needs and proposals

•Works with bureau chiefs to determine annual program needs, develops information for planning and justifying projected expenditures

•Provides budget recommendations and prepares and summarizes materials for the agency’s Fiscal Services Division; responds to budget inquiries and provides information to agency Budget Analysts

•Advises staff on policy issues and interprets and clarifies department and state policies for division staff

•Works with director to develops division fiscal policy for expenditures

•Reviews, develops, and approves contracts and purchase orders for goods and services for division

•Tracks, records, and monitors division expenditures

•Develops and reviews financial reports and expenditures, and reconciles expenses on purchase cards and invoices

•Oversees the purchase of goods and services for the division, research vendors for products and services

•Develops duty descriptions and prepares justifications for title classification, drafts, and prepares correspondences to Civil Service and Union inquiries

•Works with director on critical fill requests and assist in preparation of justifications and requests to fill division vacancies

•Schedules interviews; provides input in making hiring decisions

•Prepares and submits employee hiring packets and personnel transactions to Personnel Division

•Assists division staff with information on employee benefits, time and attendance and works with personnel staff to resolve issues

•Acts as division property coordinator; tracks equipment and maintains an inventory of equipment purchases

•Works with vendors on repairs and replacement of damaged or broken equipment

•Develops and implements record keeping systems and controls for the division

•Conducts special studies and research program issues; prepares reports and recommendations

•Develops supporting reports and material for managers

•May supervise the division’s administration staff

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:

Non competitive qualifications:

A bachelor's or higher degree.

Competitive qualifications:

Reassignment
- Currently in the title of Administrative Specialist 1 and an employee of DEC or

Reinstatement Eligible
- Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

or Transfer Eligible
- One year of permanent competitive service at Salary Grade 11 or higher AND EITHER:

Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
or

Eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search “GOT-IT”
or

Eligible for transfer under Section 70.1: Permanent competitive service as an Administrative Specialist 1, Program Aide, Head Clerk, Legal Assistant 1 & 2 and Trainee 1, Office Assistant 3, Office Assistant 3 (Calculations), Secretary 1 & 2, Management Specialist 1. Also any language parenthetic for the above titles.

Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligible): Bachelor's degree.

55-b/55-c Candidates must include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Telecommuting may be available, will be discussed at interview.
