Job Specifics

Duties Description Duties include but are not limited to:

Oversees six regional field offices with approximately 75 staff members located throughout New York State. These regional offices handle business applications and amendments, consumer complaint investigations and regulatory oversight of regulated businesses including motor vehicle dealers, transporters, repair shops, automobile brokers, vehicle dismantlers, scrap processors, inspection stations, and other motor vehicle regulated businesses under the provisions of the New York State Vehicle and Traffic Law and the Commissioner's Rules and Regulations. This oversight also includes completing overt and covert audits of inspection stations in compliance with the State Implementation Plan (SIP) in agreement with the EPA.

Oversee three Central Office units with approximately 19 staff members, consisting of a Consumer Services Unit that gathers consumer complaint information, a Control Desk that handles case disposition after an investigation is complete and/or when the case is returned after hearing, and an analytics unit that analyzes data collected from an on-line system used by motor vehicle dealers that maintains vehicle inventory and is used to transfer vehicles in NYS.

Identify metrics to include in routine operating reports, that provide a high-level snapshot of Field and Consumer Services productivity and issues.

Acts as a liaison with automotive industry groups.

Actively review and modify the standards established to regulate the automotive industry, to ensure regulated entities comply with the established requirements furthering protection of consumers and the motoring public.

Review and recommend changes in program emphasis and/or elicit new ideas to update or improve the program, including proposing changes to both law and regulation. Evaluate the effect of any of changes on staffing, production and protecting the public.

Minimum Qualifications To be eligible for the Motor Vehicle Program Manager 2, M-2 position you must meet one of the following conditions as detailed below:

1. Eligible for appointment from the Motor Vehicle Program Manager 2, M-2 eligible list

2. In a G-25/M-1 or higher title that meets criteria for 70.1 or 52.6 transfer

Additional Comments Hours of the position will be discussed at the time of interview, including questions regarding Flextime, AWS/Compressed work week and Telecommuting.
