Job Specifics

Duties Description DMV's Ticketing Systems office is seeking candidates for the position of Highway Safety Program Analyst Trainee 1, Grade NS (2-year traineeship leading to Highway Safety Program Analyst 1, Grade 18).

Duties include but are not limited to:

· Assisting in the coordination and presentation of highway traffic safety information or education programs to numerous constituents and the public.

· Providing guidance to management in planning, organizing, scheduling and coordinating work operations and procedures. Making recommendations including revising operating procedures and alternative problem solution analysis, as necessary.

· Establishing qualitative and quantitative work standards for the TVD Phone Unit, including recommendations regarding revising work priorities and assignments, as needed.

· Analyzing the unit’s phone call and live chat data to ensure that customer service goals are being met, including monitoring phone calls and live chat and providing feedback to supervisors and staff.

· Conducting training of Ticketing phone staff when implementing procedural changes.

· Reviewing Ticketing’s IVR to ensure that customer prompts are most efficient and provide pertinent information that is easy to understand.

· Assessing Ticketing’s live chat functionality to ensure that staff is utilizing proper business-style responses. Recommending and implementing pertinent canned responses that staff use to correspond with customers.

Minimum Qualifications Minimum Qualifications

To be eligible for the Highways Safety Program Analyst 1, G-18 or Highways Safety Program Analyst Trainee 1/Trainee 2, G-NS position you must meet one of the following conditions as detailed below:

NY HELPS*:

For Highway Safety Program Analyst 1, G-18: A bachelor's degree and two years of experience planning, administrating, monitoring, and evaluating a wide range of traffic safety, alcohol and drug rehabilitation, and driver safety education program activities.

For Highway Safety Program Analyst Trainee 2, G-NS: A bachelor's degree and one year of experience planning, administrating, monitoring, and evaluating a wide range of traffic safety, alcohol and drug rehabilitation, and driver safety education program activities.

For Highway Safety Program Analyst Trainee 1, G-NS: A bachelor's degree or higher.

Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview.

List appointment:

Eligible and reachable for appointment from the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition Program (PATT) eligible lists.

Transfer:

One year of permanent, contingent-permanent, or 55b/c service allocated to a G-11 or higher eligible for transfer and deemed administrative under Section 52.6 of the Civil Service Law; OR in a title approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Reinstatement:

If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, the reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission.

55b/c Appointment:

This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. For 55b/c consideration, candidates must satisfy at least one of the Open Competitive qualifications listed.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.
