Job Specifics

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of an Information Technology Specialist 4, SG-25, within Dedicated Support for Tax, the Information Technology Specialist 3 (Programming), SG-23, will provide leadership for new projects and support for maintenance activities at the NYS Department of Taxation and Finance in Albany. This position is on the DTF Taxpayer and Revenue Accounting Team.

Specific duties include, but are not limited to:
- Develop and review detailed documentation for system and program change requirements.
- Analyze requested enhancements and determine an impact analysis on the system.
- Develop and review detailed documentation for system and program change requirements including detail specifications documents.

- Assist and provide guidance through all phases of the project management life cycle.
- Code and programming changes using COBOL, JCL, and DB2 technologies on the IBM Mainframe platform.
- Develop unit test plans based on coding changes and user specifications. Conduct unit testing and debugging of all code changes in the development environment.
- Coordinate the migration of all code changes (programs, procedures, etc.) from development environment into user test environment and production environment.
- Provide quality control review and support, as needed, for incident and issue resolution. Ensure incidents and defects are addressed promptly based on priority.
- Facilitate and participate in meetings with ITS and DTF customers.
- Perform a full range of supervisory responsibilities including ensuring staff members are properly trained, mentoring staff, writing staff evaluations, etc.
- Communicate clearly, both and in writing, with ITS, DTF, OSC, and Treasury staff.

Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 (Programming) OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
