Duties Description The function of the POS2/Housing Supervisor is to provide supervision and other essential duties within the Housing Unit and coincides with the expectations of the core mission of OPWDD to authorize and deliver appropriate and available supports/services to individuals with disabilities. Specifically, this position is critical to residential placement efforts as the housing unit is responsible for confirming individuals’ needs for certified OPWDD residential opportunities and for non-certified housing opportunities. This position provides supervision for the Housing Unit within the 18 counties of OPWDD Region 3.

As part of the policy defined in applicable ADMs, all residential requests for individual are reviewed and authorized by the Housing Unit. Region 3 has more than 26000 individuals enrolled in OPWDD waiver services with almost 10,000 receiving housing services. The Regional Field Office Housing team reviews and processes all housing requests and currently tracks 800+ applications for certified housing. In addition, this team is responsible for close to 1500 active housing subsidy payments. Finally, there are 400+ Residential School students that are being tracked, and Housing team is responsible to facilitate transition into OPWDD waiver services.

All vacant opportunities in the OPWDD certified programs, both voluntary and state operated, are managed and filled by the Housing Unit. This position is essential to supervise and coordinate residential supports and services in more than 1900 certified homes in the 18 counties.

Primary responsibilities:
• Monitor and coordinate the functioning of the Housing Unit within the Regional Field Office. The incumbent will need a thorough understanding of the Certified Residential Opportunities (CRO) ADM, Housing Subsidy ADM, Residential School Student Transition Protocol and relevant regulation and policies.
• Supervise members of the Housing team, which includes the Housing liaisons; Residential Transition Coordinators; Nursing Home Liaison and Housing Subsidy Liaisons.
• Ensure ongoing maintenance of Capacity Management Application (CMA) to support the Certified Housing function. Strong computer and organizational skills are required.
• Ensure department staff remain current regarding housing options for all individuals, including supports available to those individuals choosing non-certified OPWDD subsidized options as defined by both housing ADMs
• Oversee and support provision and coordination of initial, monthly, and on-going trainings related to the CRO process and Supportive Housing. Trainings are provided in both small and large group settings. Training is provided to individuals, families, and provider agency staff. Thorough understanding of the requirements of the CRO process, Supportive Housing Initiative, Emergency Protocol, Higher Needs Funding and strong public speaking skills are required.
• Ensure support is provided by members of department staff to CCO Care Managers, provider agency Residential Staff, Support Agencies for ESSHI and ISH projects, etc. to ensure program quality and Medicaid compliance.
• Ensure the maintenance of current and accurate data related to both the Certified housing options and Non-Certified Housing Subsidy. Report to the DDRO Director, Regional Leadership Team, Regional Housing Lead, and Statewide Coordinators on program status. Strong organizational, computer skills are required, as well as strong attention to detail and accuracy
• Ensure recognition of the role of the DDRO Certified and Non-Certified Residential/Housing Team as key to the achievement of the goals of the Transformation Agenda
• Attend trainings and workshops
• Ongoing travel within the region is required. Occasional overnight travel is required.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the current Civil Service Eligible List.

TRANSFER QUALIFICATIONS:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
