Job Specifics
Duties Description Under the supervision of the Assistant Director in the State Identification Bureau (SIB), the Identification Manager will be responsible for ensuring all aspects of Tenprint identification processing which is the SIB’s core mission. The incumbent will be responsible for managing a 24/7 operation team, ensuring workflow efficiency, quality standards and operational goals are being met. Duties will include, but are not limited to:
• Coordinate the operation of a various unit across all shifts within DCJS's Identification Operations, including analyzing problems and proposing solutions; meeting with other DCJS staff; and performing liaison duties with other agencies.
• Performs tasks associated with implementation and management of contracts and grants related to identification processing.
• Ensures compliance with DCJS and federal policies and practices as needed, including interpreting local, state, and federal laws.
• Serves as liaison to local, county, state, and federal agencies. Coordinates with those agencies efforts to implement new and amended legislation related to identification processing. Provides technical and procedural information and assistance to those agencies as needed.
• Review and evaluate procedures for operational effectiveness and present to upper management for approval.
• Verify operation procedures are implemented correctly and present findings to upper management for awareness.
• Investigates and evaluates new identification technology and products to determine if they will enhance identification operations.
• Designs and presents materials as necessary within covered areas, including designing DCJS publications and forms; providing internal trainings; preparing and presenting written and statistical reports; providing briefings to superiors at DCJS; and giving formal presentations at professional conferences.
• Analyzes legislation and its impact.
• Prepares staffing and fiscal impact analysis in relation to changes in law.
• Provide assistance to Agency Counsel in terms of interpreting laws and assessing the impact of new or altered law on identification operations.
• Develops the annual budget proposal for the covered unit or units.
Minimum Qualifications Permanent:
Permanent service in this title and eligible for reassignment, or one year of permanent competitive or 55b/c service in a title M-1/SG-25 or higher and otherwise eligible for transfer under Civil Service Law.
52.7 Non-Competitive Promotion (NCP): A permanent appointment pursuant to Section 52.7 of Civil Service Law may be possible if there are three or fewer interested candidates who meet the following qualifications: Current DCJS employee with one year of permanent competitive or 55-b/c service as an Identification Specialist 3, Identification Specialist 3 (Records) or Latent Print Examiner 3.
Provisional:
Either 1. one year of service as Identification Specialist 3, Identification Specialist 3 (Records) or Latent Print Examiner 3.
If appointed provisionally, you must take the next examination for this title. In order to remain in this position, your score must be high enough to qualify you as one of the top three acceptors on the eligible list.
Additional Comments Up to 5% travel may be required for this position.
The State Identification Bureau (SIB) is a 24/7/365 office. Employees may on occasion be asked to volunteer or be mandated to work another shift or on holidays as needed. Every effort will be made to obtain volunteers prior to mandating and will be in accordance with the negotiated agreements.
