Job Specifics
  Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of an Information Technology Specialist 4 within the New York State Office of Information Technology Services, Dedicated Support division, Higher Education Services Corporation (HESC) bureau, Higher Education Services Corporation section in Albany, the position will develop technical solutions using Java / J2EE programming.  Specific duties include, but are not limited to:
 
- Participate on teams for projects that have a Web functional component. Prepare size and scope analysis and timeline documentation. 
 
- Analyze and document business requirements by participating in JAD sessions.  Develop prototypes based on the requirements, and prepare Internal and External Design documents in accordance with HESC's System Development Life Cycle (SDLC) and ITS Secure SDLC.
 
- Using Analysis and Design documents, develop, document, and maintain programs, modules, classes, objects, Web pages, etc., as applicable.  Environment consists of JAVA J2EE development using IBM¿s Rational Software Architect on WebSphere Application Server 9.
 
- Perform development tasks on all areas of applications including front, middle, and back-end.  Front-end web technologies include JSP, JSF, HTML, JavaScript, and Cascading Style Sheets.  Middle-tier technologies include Servlet, JSP, Action-based frameworks, and Ajax/web-services.  Back-end technologies include SQL/JDBC/JPA with DB2/SQL Server, CICS, and JMS/MQ.
 
- Create development test plans and prepare and/or refresh test conditions and associated accounts. Following the test plan, execute unit, run stream, subsystem, and regression tests as needed.
 
- Review all test results, comparing the results to the identified conditions. Debug and rerun as needed. 
 
- Provide business area and external customer support for the project deliverables.
 
- Act as a Web functional liaison with other units in IT and with other Divisions in HESC. Provide information and support as needed.
 
- Follow all existing guidelines and recommend new guidelines for Web functional development. 
 
- Regularly conduct research on the volatile technology of Web functional development tools and best practices. Report on the research findings, including explanations of evolving technology, comparisons of tools, discussions of best practices, and recommendations as appropriate.
 
- Performs other duties as assigned by supervisor. 
  Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 (Programming) OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
