Job Specifics
Duties Description Under the supervision of the Community Collaborations and Outreach Manager, the Training and Development Coordinator will assist the New York State Office of Language Access, housed within the Office of General Services, in developing educational and training materials to support the effective and efficient implementation of the language access law; coordinating activities for the language access certification program; and identifying opportunities to create and deliver educational and training resources toward promoting language access rights in New York State and to increase access to government services for people with limited English proficiency across New York State.
Duties include, but are not limited to:
TRAINING AND DEVELOPMENT
• Identify training and development needs for 50 covered agencies and external stakeholder groups, such as community-based and non-profit organizations.
• Create and deliver a range of language access training using classroom, online, and blended learning.
• Develop educational materials to support the implementation of the language access law and raise awareness about language access rights in New York State.
• Monitor training or development initiatives and report out to Community Collaborations & Outreach Manager and Executive Director as needed.
COMMUNITY OUTREACH
• Assist with hosting quarterly Community Feedback Session with community-based and non-profit organizations.
• Attend meetings with advocates, legislature, state agencies, and other stakeholders, involving sensitive cultural issues and language barriers.
• Manage OLA’s organization list and monitor OLA’s shared inbox to triage questions and inquiries from community-based and non-profit organizations.
• Travel as needed, within New York State mainly, to conduct outreach in different regions.
NYS LANGUAGE ACCESS CERTIFICATION PROGRAM
• Manage the language testing process and training plan for the Pilot Language Access Certification Program and its future augmented iterations.
• Design system and related tools for the development of a platform to include NYS staff who have completed the program.
• Monitor the progress of trainees through questionnaires, discussions, and other tools and report out to Community Collaborations & Outreach Manager and Executive Director monthly, or as needed.
NYS LANGUAGE ACCESS COORDINATORS SUPPORT
• Help with onboarding new State Agency Language Access Coordinators and Deputy Language Access Coordinators.
• Troubleshoot language services-related issues for covered agencies and create resources to help proactively address common challenges.
• Assist with creating, drafting and reviewing a quarterly Language Access Newsletter.
Operational Needs:
• Travel may be required (approximately 25%).
Minimum Qualifications Bachelor’s degree in education, Cultural Studies, Languages, Social Work, Public Administration or related field AND three or more years of experience in the coordination of services designed to assist individuals with Limited English Proficiency (LEP). This experience must include cultural competency and knowledge of program specifically designed for the needs of a culturally diverse population. In addition, must be proficient in at least one language other than English.
Substitution: four years of the specialized experience described above may substitute for the bachelor’s degree; a master’s degree in education, Cultural Studies, Languages, Social Work, Public Administration, OR related field may substitute for one year of the specialized experience.
Preferred Qualifications:
• Training experience with a government agency preferred.
• Strong customer-focused background; demonstrated experience and high degree of comfort creating and delivering trainings both face-to-face and remotely.
• Interpersonal skills that enable you to work with people at all levels of an organization, different levels of government and directly with the community.
• Written and spoken communication skills that allow you to inform and advise others clearly.
• Strong teamworking skills and a collaborative approach to learning, both face-to-face and remotely.
