Job Specifics

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Program Aide, G-13, position assigned to the Center for State and Community Workforce Development and Human Resources (SCWDHR), Bureau of Employee Relations (BER). The incumbent will provide paraprofessional support for the Director of Labor Relations and the professional staff within BER. The Program Aide will be responsible for the effective, timely and accurate coordination, submission, distribution and tracking of the workload of the office and ensure that all critical deadlines are met. Specific duties to be performed may include, but are not limited to, the following:

Serve as the agency’s main point of contact with the Justice Center for both new and completed investigations at OMH. Manage the Vulnerable Person Central Register (VPCR) for the Bureau. Accurately and promptly assign employee action records (EARs) to staff in accordance with Bureau procedures. Send notifications to appropriate facilities and BER staff of any substantiated or unsubstantiated investigations. Maintain a spreadsheet of all open Justice Center investigations that may lead to disciplinary action and ensures that disciplinary charges are issued before a matter times out.

Maintain OMH's disciplinary and contract grievance files and databases. Create disciplinary and contract grievance folders. Make accurate and timely entries into databases. Produce monthly reports.

Coordinate panel administration activities. Serve as point of contact with disciplinary and contract grievance arbitration panels. Distribute communications to BER representatives. Review all arbitration related bills for accuracy and coordinate invoice processing with the Consolidated Business Office.

Ensures that the workflow in the Bureau is not interrupted and that disciplinary decisions are issued timely and in accordance with employee contracts. Review all arbitration related bills for accuracy and submit the invoices for payment.

Serve as a subject matter expert for ITS’s creation of a new program for various tracking systems used within the Bureau. Test the new systems and work with ITS on any defects found.

Assist in the management of office support activities. Promptly and accurately sort, distribute, and handle office mail. Answer phones, distribute calls, and distribute messages. Schedule meetings and maintain calendars.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent service as a Program Aide, Grade 13, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 13 level.
