Job Specifics

Duties Description The Business Document Specialist 5 duties in the Division of Corporations, State Records and Uniform Commercial Code will include but are not limited to the following:
• Managing the daily operating activities of several units within the Division of Corporations, State Records and UCC
• Ensure that the units operate in a consistent, high-quality manner by setting unit goals and priorities and monitoring progress toward their attainment.
• Evaluate the efficiency and effectiveness of the various units for the purpose of increasing efficiency, eliminating inefficiency and improving the quality, timeliness and accuracy of services to customers.
• Meet with unit supervisors to discuss workflow, quality, productivity and effectiveness and work with unit supervisors in the resolution of problems.
• Oversee the development, testing and implementation of new systems and procedures to increase program efficiency and streamline operations.
• Resolve employee performance problems, up to and including writing counseling memos and recommending disciplinary action.
• Evaluate training and development needs of staff and discuss these needs with Division management.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-20 or higher and otherwise eligible for transfer under Civil Service Law.

52.7 NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as a Business Document Specialist. Candidates must not have failed to pass or failed to participate the last holding of the promotion examination for the title listed above.

Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.

The minimum qualifications for Provisional appointment are:

One year of permanent, contingent permanent, or 55 B/C service as a Business Document Specialist 4.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Business Document Specialist 5 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Business Document Specialist 5 exam and be reachable for appointment from the newly established eligible list.
