Job Specifics
Duties Description The New York State Intelligence Center (NYSIC) serves as a central repository for numerous intelligence databases currently being used by the New York State Police and other local law enforcement agencies across the State. The NYSIC is a twenty-four hour, seven-day a week operation which may entail working all shifts with varying pass days, including HOLIDAYS and WEEKENDS. The goals of this facility are to provide for “one stop shopping” for criminal intelligence data that are currently stored in a multitude of automated files, improve and strength the NYSIC’s intelligence program, and protest the state against future terrorist attacks.
The State Police Intelligence Analyst 3 will analyze and collect various types of information, intelligence, and data received by the New York State Police at the NYSIC related to counterterrorism and criminal activity. The State Police Intelligence Analyst 3 will be responsible for supervising subordinate analysts.
DUTIES
Performs all duties and functions of State Police Intelligence Analysts 1 and 2.
Supervises, trains, and evaluates State Police Intelligence Analysts 1 and 2.
Provides assistance to federal, state, and local law enforcement to locate, extract, and analyze data relative to their investigations and crime scenes. Generates investigative leads.
Provides complex tactical/operational support to federal, state, and local law enforcement partners for criminal and terrorism investigations or incidents of terrorism.
Composes intelligence reports using analytical techniques and methods that document research, analysis, and tools utilized in investigative support and strategic intelligence analysis.
Reviews analyses completed by other State Police Intelligence Analysts, according to peer review guidelines, to ensure that quality standards are met.
Collects, organizes, and maintains open-source information and sensitive but unclassified case data, databases, and files.
Produces daily, monthly, and ad-hoc reports focused on current criminal or terrorism threats to New York State, drawing on current data reported through official government and law enforcement channels, and open source.
Provides oral briefings on current criminal or terrorism threat environment and other topics as requested by NYSIC’s leadership, or NYSIC partners and customers.
Works collaboratively with members of all NYSIC analytic units on various products, programs, or projects.
Attends meetings/conferences/trainings/seminars to further develop knowledge of crime, terrorism, and analytical tradecraft.
Assists in the pre-procurement evaluation and post-procurement implementation of hardware and software tools and provides training to staff.
Testifies in court proceedings explaining analytical processes and consequent findings for a wider range of evidence. Explains analytical processes such as cell phone data mapping, criminal/terrorist network identification, and financial crimes.
Assists law enforcement in the review and preparation of evidentiary material pursuant to Rosario and Discovery court motions.
Minimum Qualifications Bachelor’s degree* and four years of experience**; OR Associate’s degree* and six years of relevant experience**; OR eight years of relevant experience** in intelligence analysis for a governmental entity.
Note: One year of experience must have been at a supervisory level. A Master's degree obtained in any field of study may substitute for one year of general experience.
*Qualifying degrees include the following or closely related fields: psychology, criminology/criminal justice, law, sociology, geography, geographic information systems, military studies, mathematics, telecommunications, chemistry, language (various), global studies, history, or intelligence studies.
**Experience: Critical data or intelligence analysis, including open-source intelligence research with preparation and presentation of intelligence reports and briefings for an organization in the military, private or public sector; conduct of homeland security, terrorism, or counter terrorism analysis and assessments in a law enforcement, intelligence, or homeland security organization.
Additionally, the following qualifications will be considered during the resume review and interview processes:
Professional and Analytical Considerations
Understanding of current international terrorism and domestic extremism issues.
Understanding of current terrorist or criminal actor tactics, techniques, and procedures.
Level of experience performing tactical or investigative case support for law enforcement, and strategic intelligence for decision makers.
Ability to work in a collaborative environment with law enforcement, homeland security, and military intelligence professionals.
Excellent oral and written communication skills including the ability to clearly articulate threat information to a wide variety of audiences.
Level of experience supervising a cadre of tactical or strategic intelligence analysts.
Minimum qualifications must be met by the closing date of the posting.
