Job Specifics

Duties Description The Addictions Program Specialist 2 will:

• Coordinate and ensure that preparation for on-site recertification reviews is completed,
• Conduct on-site recertification reviews in accordance with agency policy and practice,
• Record findings on the site review instrument and applicable work papers,
• Collaborate with OASAS staff when conducting recertification reviews,
• Coordinate site visit teams,
• Keep provider officials, OASAS Program Review, Regional Office and Local Governmental Unit representatives updated on progress towards completion of the review,
• Conduct exit conferences with provider officials to discuss review findings,
• Coordinate and ensure the final report package is accurately completed and submitted in a timely manner,
• Review Correction Action Plans and make recommendations to Regional Office concerning their acceptability,
• Provide guidance to other Regional Office staff regarding the OASAS Certification process,
• Carry out other appropriate duties as assigned.

Routine travel including some overnights is required (approximately 30%), occasionally to areas not served by public transportation.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Contingent permanent qualifications:

Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~

A bachelor's degree and three years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.

A master's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.

Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
